DRC: News between law and necessity

Newspapers street sellers in the DR Congo capital Kinshasa have found a way to bring cheap news to the poorest by offering them the copies of the most interesting articles from leading dailies.

 No police action has ever been undertaken and the single complainers seem to be the original newspaper street sellers whose income have dwindled.

"The population needs to be informed but there not enough money to buy information", says a copy seller, who admits knowing that his trade is illegal but necessary.

While a full paper costs 700 Francs ($1), a copy costs seven times less and is much more affordable for the majority of Kinshasa inhabitants.

"[original] Newspapers are expensive", says a regular reader of copied papers. "They select the best articles", he adds.

Joachim Diana Gigupa, editor of L'Avenir, says that neither the authorities nor journalists take action to defend legality, which ruins the written media industry.
