A LITTLE STORY ABOUT INGA ASSOCIATION

Twenty-one years ago, there were a few people originated
from the two Congo in Northern California.
Not all of them knew one another.
Some of them were students at the major universities
of the region such as Stanford, Berkeley,
San Francisco, Sacramento state, etc.
 
If they ever met, it was only seldom, and on
very special occasions.
They probably felt the urge to socialize
with one another as such is the tradition among
Congolese people, but the opportunity never arised.
In 1983, on the Eve of the New Year, a rumour spread around the region.
A Congolese family of 13 members had just arrived.
A traditional welcoming and blessing of their new home
ceremony was planned for the family.
Ma Bukaka, the oldest and longest Congolese
resident in the region, whom almost everyone knew
or have heard of, was going to be the celebrant.
From curiosity or anticipated excitement,
the news went around and to everyone amazement,
a very large group of Congolese of both countries
and their friends showed up at 5911 Howell Street in Oakland,
where the 13 members of the new family lived.
A live goat, offered by an African American neighbour,
good friend of the Congolese family, was slaughtered
in the backyard of their home.
 A small portion of the goat blood was brought
to Ma Bukaka in a tiny plate.
Speaking in Kilari, his maternal language,
he spread some the blood on the floor
and diping one finger in the tiny plate at a time,
he made a cross on top of both feet of each member
of the family, including the baby girl, held in her father's arms.
Then Ma Bukaka pourred the rest of the blood
at the entrance of their home, accompanying
every gesture with loud incantations.
Neighbours of the family, especially children, whites
and blacks who had gathered in great number,
as the ceremony took place outside the family home,
watched with excitement and disbelief.
Some who felt unease about what they were
witnessing called the police.
Two police officers came but kept at a distance,
observing with interest what was going on
without attempting to disturb the gathering.
These officers were so impressed at the end
that they were more interested in learning about
what they thought was African "voodoo" or something else?
THE ALL CONGOLESE FIRST MEETING
This "All Congolese" first meeting took place at
the home of Papa Fungula's family.
A few of the people who were present at the time
are still in the region, such as
(I will name them as my children knew them):
Ma Bukaka (East Palo Alto), Tonton Daniel (Soledad),
Tonton Jean-Claude (Daniel's roomate at the time),
Ya Daisy and Ya Mado (Vallejo),
Tonton Samba Ngo (San Jose),
Tonton Okily and many others I can't remember.
Then fallowed "All Congolese" New Year's Eve party
to the rytm of Tabu Ley, Lwambo Lwanzo Makiadi,
Papa Wemba, Olomide, Kalle Jeff's music,
and you name it. The party lasted almost
until January second, 1984.
There was so much joy, so much delicious Congolese
food and so much drinking that no one wanted to leave.
Those who left came back the next day,
and the next day again. It was one memorable party
that brought back everyone's memory of
"Kinshasa-La-Belle" and
"Poto-Poto Mbuka Munene" of Brazzaville.
Those who were tired or drank slept were their feet had left them...
On the floor... On a couch or in their car... parked on the street.
After the party was over, nobody wanted the excitement
to go away. So we started talking about
keeping the spirit of the party.
This spirit was translated into
"Makanisi ya mboka na biso" (our home way of life).
And soon, organizing meetings started to put together
a formal structure of a Congolese Community organization.
They were many meetings. Some friendly.
Some other unfriendly.
Different propositions were formulated about
the character and the name of the organization
until some day, in November 1987,
we finaly agreed on a specific name which,
I believe, was
"Association of Congolese of California (A.C.C.).
It will become Inga Association many years later
In the beginning, most of our meetings took place
at the Fungula's family home or at any other member
of the community. These meetings were not official
so to speak. They were just formal.
Whenever we gathered for any reason or another,
the subject of the association was brought up and debated.
The one most important thing to remember is
that Congolese of both countries were passionate
about preserving " Makanisi ya mboka na biso".
Makanisi, in Lingala, is a word with a vast meaning
like: spirit, thoughts, traditions, values, experiences,
dignity, family, unity and son on and so forth.
THE TRADITION OF INGA ASSOCIATION
Of all the values that Inga Association symbolises,
family, "libota" or "liboke", as we say in Lingala,
has been is "motto".
Unfortunately, not all of us do understand
the meaning of this word as it is understood in
our Kongoleses languages. Because if we knew it,
we should be paying more attention to a few Kongoleses
old men and old women who live among us.
Keep in mind that everyone of us is in the process
of getting old. Do we want to be totally forgotten
by the younger generation we have served so dutifully?
I'm talking here about people like Ma Bukaka,
Papa and Mama Kaninda, Mama Bazinga (Stockton),
Tantine Malou's mother (Richmond),
and you all know the others.
These few I have mentioned are in their 80s or over.
Inga Association celebrate Fathers and Mothers' Day,
which is official holidays in America.
When are we going to have
"Grand-Parents Day (Bakoko na Biso)",
and also, "Children's Day (Bana na Biso)" by the way?
Shouldn't these be really the people to celebrate
in the true Kongolese tradition?
Shouldn't these great grand-parents
be members of Inga Association's Elders Council?
In her 21 years of existence, and especially
under the leadership of the actual president,
Delphin Kubwa, Inga has made some astonishing progress.
It is now about time that we become really innovative
and visionary to show the other Congolese communities
around the US, that we are not only probably the oldest,
the most unified and the most progressive
Congolese community organization,
but, also, the most traditionally oriented.
Such innovations will also be in syncrony
with the spirit of Inga.
The most powerful Dam (barrage) of Africa,
which started some years ago under president Mobutu
with Inga I and II. Soon, we will be talking
about Inga III and IV and probably even Inga V,
under a consortium of financiers from different countries
with South Africa as leader.
These financiers are planning in investing more
than 20 billions dollars in a project that could provide
electricity to almost half of the African continent
and even some European countries.
Inga Association should be involved in such a project
 even as only an observer.
A special commission should be set up and get
in touch with those who are the major players in the future of Inga.
This's what I call to be visionary.

RD Congo : Deuxième journée de « l'affaire Procureur C/ Bemba

La Cour Pénale Internationale (CPI)  s'est réunie ce

mardi 13 janvier 2009 pour la seconde audience de

« l'affaire Procureur C/ Bemba » pour statuer sur la confirmation

ou non des charges contre M. Bemba.

Journée consacrée à la présentation des actes d'accusation. 

Dans sa présentation, le bureau du Procureur a retenu à

l'endroit de M. Bemba le chef d'accusations de viols, tortures,

meurtres et atteinte à la personne physique comme constitutifs

de crime contre l'humanité et de crime de guerre.

Pour le bureau du Procureur, le MLC a commis des viols collectifs

sur les personnes dans leurs domiciles.

Ces personnes vivent actuellement avec des séquelles diverses

(VIH, problème de procréation, ….).

Les femmes qui refusaient les rapports sexuels forcés étaient tuées.

Pour qu'il y ait actes constitutifs de chef d'accusations de viol,

le bureau du Procureur a évoqué les critères d'invasion d'un corps

d'une femme par un organe sexuel ou un objet ;

d'actes commis par la force, menaces ou coercition ;

de comportement commis à l'endroit d'une population ;

la connaissance par l'auteur de l'attaque systématique

dirigée vers la population.

Du chef d'accusation de crime de torture constitutif de crime

contre l'humanité,

le bureau du Procureur a retenu les critères suivants :

actes de souffrance morale ou physique infligés à des civils ;

des actes de souffrance aigüe mentale infligés à

plusieurs personnes ; des actes de souffrance infligés à

des victimes pour obtenir des renseignements.

Ces actes n'ont pas été commis d'une façon isolée

mais par M. Bemba et M. Patassé.

Pour le chef d'accusation constitutif de crime de guerre

et de crime contre l'humanité,

le bureau a retenu trois critères :

l'auteur ait tué une ou plusieurs personnes ;

les dites personnes étant des civils  qui n'ont pas pris part

aux hostilités et protégés par le statut ;

les auteurs étaient conscients que les victimes étaient protégés

en tant que civils.

La volonté de tuer des troupes du MLC et

la responsabilité de M. Bemba étaient établies.

La défense dans sa présentation a démonté pièce par pièce

les témoignages du bureau du Procureur.

Me NKwebe Liriss a d'abord relevé les contradictions

des témoins du Procureur.

« On doit donner la parole aux témoins et non

celle que le Procureur veut leur donner »,

dira la défense.

La défense a récusé l'enquête menée par le Ministère

des Affaires sociales de la République centrafricaine (RCA)

dans la mesure où l'enquêteur et le témoin ne sont pas

descendus sur les lieux des crimes.

Des allégations sur les attaques, la défense s'est dite scandalisée

par le nombre très minime des témoins.

Un « échantillon » de vingt six (26) au total pour plus de

trois mille (3.000) cas de viol énumérés par le Procureur.

« Il n'y a que ça ? », s'exclame l'avocat de la défense.

« Il n'y a pas de preuves évidentes pour les viols ».

Selon certains témoins du Procureur,

il y a eu des fosses communes.

Mais ces témoins ont à leur tour affirmé qu'il n'y a eu ni

identification des ces fosses et

moins encore l'exhumation des corps.

Des femmes violées, la défense a relevé la présence

des prostituées dans les camps congolais (MLC)

pour se faire un peu d'argent.

Beaucoup se faisaient identifier comme « victimes »

pour recevoir des primes que l'Etat centrafricain allouait

aux soi-disant victimes qui se présentaient pour témoigner.

Et de se poser la question : « quelle est la meilleure preuve

en droit pénal si pas l'intime conviction ».

La défense a par ailleurs posé la question de savoir

« Comment les troupes du MLC s'occupaient de viols

sur les femmes au moment où les rebelles avançaient ?

La défense a en outre relevé des contradictions

des trois témoins du Procureur sur les viols.

Et de conclure : « il n'y a pas eu des viols et tueries

mais des vols ».

Un témoin important (une autorité) qui se dit prêt à venir

s'exprimer devant la Cour a simplement dit sa vérité à

propos des viols.

Tout en ajoutant ce qu'il a dit au Procureur,

« C'est la vérité que je vous dit. Si vous voulez,

je vous dis la vérité que vous voulez ».

Des attaques, on retiendra la distribution des documents

(de complaisance) aux soi-disant victimes après

les événements par le Ministère des Affaires sociales

pour témoignage.

La défense a récusé toutes ces accusations retenues contre

son client sur sa connaissance des faits lui reprochés.

Les troupes de M. Bemba étaient disciplinées et toute faute

ou comportement déviant était sévèrement sanctionné.

Ce qui démontre .à suffisance l'intérêt que M. Bemba

accordait au respect des règles établies et à la discipline militaire. . . .    

Le témoin Ndemba (porte parole de M. Patassé) qui a été enlevé

par les rebelles de Bozizé, durant leur repli vers la frontière tchadienne,

a évoqué les actes commis par les rebelles et les vols

des usines démontées et emmenées au Tchad.

Le témoignage du témoin N° 7 a fait sourire la salle.

Ce monsieur qui a quitté la République Centrafricaine en 2001

et réfugié en Europe jusqu'à ce jour, s'est évertué à affirmer

en 2002 qu'il y a eu la peur de retour de M. Kolingba

au pouvoir qui pourrait remettre M. Mobutu au pouvoir.

Alors que Mobutu est mort depuis quatre ans (en 1998).

De l'organisation des attaques,

la défense a réfuté cette accusation tout en évoquant

la confusion dans la chronologie des faits.

La séance de l'après midi a continué sur la présentation

de la défense.

Pour Me Nkwebe, il ne résulte pas que les crimes commis

seraient sous la responsabilité de M. Bemba.

Et les exécutions n'étaient pas non plus organisées par lui.

Sur le bénéfice des pillages des véhicules par M. Bemba,

deux témoins affirment que tous les véhicules

mis à la disposition des troupes du MLC ont été

abandonnés durant leur retrait.

Également les soi-disant véhicules volés par

les troupes du MLC,

il n'y a eu aucune plainte de la part des victimes quelconques.

Dans son réquisitoire supplétif,

le Procureur de la RCA imputait tous les actes aux troupes

loyalistes excluant les rebelles (de Bosizé).

En sus l'imputation des crimes au MLC était due à

la langue lingala,

aux uniformes et autres accoutrements des troupes.

Critères qualifiés de non déterminant.

De la langue lingala.

Cette langue est parlée par les « bangala »,

peuple qu'on retrouve de part et d'autre de

la frontière (congolo-centrafricaine).

Cela va de soit, dira Me Nkwebe,

que cette langue soit aussi usitée en RCA.

Le lingala est également une des langues la plus parlée

en Afrique centrale et ailleurs en Afrique.

De par le fait qu'elle est la langue de la musique.

Le critère de mauvais français parlé par les troupes

du MLC évoqué par les témoins a été également

démonté par la défense.

« Est-ce que les Centrafricains parlent le bon français ? »,

s'exclame Me Nkwebe.

Des uniformes et autres chaussures portées par

les troupes du MLC,

la défense fera comprendre que les troupes du MLC

étaient effectivement équipées du même uniforme.

« Allons nous juger les crimes contre l'humanité sur la base

des bérets, uniformes et chaussures ?

Est-ce que la Cour Pénale Internationale doit

descendre jusqu'au niveau des pieds pour y renifler ? ».

La défense a par ailleurs présenté le témoignage vidéo

de M. Mbaya, de l'ONG

« reporter sans reporters sans frontières »

relatif à la mission d'un cameraman  d'une TV locale qui a

été envoyé en mission en RCA.

Ce dernier a été accueilli par l'ambassadeur du Congo à Bangui

qui lui a désigné les personnes à interviewer et les lieux à filmer.

Le reporter a été logé et nourri avec

en prime 2.000 $ d'argent de poche.

« Pour quelqu'un qui touche 50 $ net par mois,

il y avait de quoi se poser de question ».

Ce reporter a reçu l'argent des mains de M. Kabeya qui

n'a pas révélé l'origine.

L'Institut Néerlandais  pour l'Afrique australe

a confirmé ces déclarations.

L'intervention de Me Kilolo s'est basée sur la problématique

des crimes contre l'humanité du point de vue juridique.

Pour la défense, le Procureur a l'obligation de fournir

cinq éléments pour qu'il y ait crimes contre l'humanité :

les actes inhumains posés par les soldats ;

l'attaque généralisée et systématique contre les populations civiles ;

les éléments politiques qui interviennent ;

prouver que les soldats du MLC seraient des véritables tueurs ;

démontrer que M. Bemba avait la connaissance spécifique

par rapport aux crimes allégués.

La défense a renvoyé la réponse du Procureur au

cas de jurisprudence.

Cas de Rutaganda du Rwanda pour

Tribunal pénal international a été cité.

Cette jurisprudence internationale stipule que

« si les faits sont commis loin du suspect,

il est difficile de le lui imputer ».

Plus le suspect est loin des lieux de théâtre

des opérations, on doit prouver qu'il en avait la connaissance.

Me Kilolo a dégagé les éléments qui fragilisent

les allégations du Procureur.

Le Procureur ne présente que deux témoins sur

les milliers (près de dix mille (10.000)) de pages d'éléments

de crime contre l'humanité.

En plus, le bureau du Procureur n'a pris qu'une partie

de témoignages clé en écartant d'autres.

Et dans l'état actuel,

il est impossible de retenir toute charge de crime

contre l'humanité à ce dossier.

Pour qu'il y ait crime contre l'humanité,

il appartient au Procureur de prouver les éléments

avérés que les troupes du MLC avaient des plans établis

pour perpétrer ces actes.

La défense s'adresse au Procureur en ces termes :

« Je m'en tiens  à votre intime conviction pour les éléments

qui touchent au crime contre l'humanité.

M. Bemba est accusé pour crimes contre l'humanité

pour deux témoignages seulement, c'est grave ».

Au niveau des connaissances des faits,

il n'est pas établi que M. Bemba en était totalement au courant.

La défense évoque en conclusion le non lieu de ces actes

constitutifs de connaissance de faits qui se sont passés en RCA.

Avant la clôture de l'audience du jour,

l'accusation a fait la présentation sur les crimes de guerre.

Pour elle, les crimes de guerre ont été commis dans

le cadre d'un conflit et que M. Bemba en était au courant.

Le conflit armé avait des répercussions sur

les populations civiles.

Les troupes du MLC ont commis des crimes de 2001 à 2003.

La journée de ce mercredi sera d'abord consacrée à

la présentation des arguments contradictoires

de la défense sur les accusations de crime de guerre

et ensuite suivront les débats sur la responsabilité pénale internationale.

Government-rebel talks

Government-rebel talks, new accord between Kinshasa and Kigali


The Nairobi talks paved the way for direct negotiations for an end to hostilities

in the North Kivu province, in eastern Democratic Republic of Congo.

The announcement was made by the United Nations mediator in the Nairobi talks,

Olusegun Obasanjo, specifying that the DR-Congo government and rebels of

the CNDP (National Congress for the Defence of the People) approved a series

of ground rules that will allow the sides to secure an agreement on the

joint cessation of hostilities.

Obasanjo will depart tomorrow for New York to brief the UN Security Council

on the latest progress in the talks,

which he is co-mediating with former Tanzanian president Benjamin Mkapa,

who is representing the African Union (AU).

Kenyan Foreign Affairs Minister Moses Wetangula also welcomed the progress

made in the talks,

announcing a summit for January 31 of nations of the Great Lakes region

to update leaders on the talks.

Meanwhile, Kinshasa and Kigali authorities confirmed the adoption of

a joint plan to disarm the Democratic Forces for the

Liberation of Rwanda (FDLR),

a group made up by elements deemed responsible for

the Rwandan 1994 genocide that took refuge in DR-Congo

after the current Head of State Paul Kagame took power in Kigali and

recently protagonist of an armed conflict with CNDP forces.

The Joint Military Operation Plan endorsed by the two governments

foresees the deployment of Rwandan officers in the eastern regions of

DR-Congo to participate in the disarmament operations in quality

of observers;

a similar accord was already reached between Kinshasa and Kigali

last December,

but never implemented. Meanwhile, news continues arriving from

the front in regard to a division in the CNDP leadership,

with the second in command of the movement,

Bosco Ntaganda, who announced the creation of a

12-member political committee to re-establish the agenda and structure

of the group.

The committee was defined "illegitimate" by the leaders of the movement,

confirming the renegade general Laurent Nkunda as CNDP commander. [BO]

WHITE HOUSE | Former chefs dish about job,

presidential palates and their pick for Obama

White House chefs spanning five presidents may have catered to

different culinary tastes, but they agree on who

President-elect Barack Obama's kitchen commander should be.

The former chefs vote "aye" for Cristeta Comerford, or "Cris"

as they call the current White House executive chef.

Comerford, who in 2005 became the first female and

first minority named to the post, has the right attitude and skills

to excel in the job, they say, drawing on their own experiences to make the call.

Obama's transition team phoned Comerford's predecessor,

Walter Scheib, to find out what the job entails, Scheib says.

The White House executive chef must have strong culinary skills,

be willing to check ego and politics at the door,

be tremendously discreet about happenings in "the residence"

and put the family's needs above all other considerations, Scheib says.

"It is first and foremost about knowing what the family wants and giving it

to them," says Scheib, noting that those desires might include everything

from zapping a bag of popcorn for the kids

to preparing a state dinner for 900 people.

In return for sometimes putting their own families and career

ambitions second, the White House chefs said they reaped

once-in-a-lifetime rewards such as meeting famous foreign dignitaries,

like Nelson Mandela, in private settings.

They tackled monumental challenges, such as serving hundreds of

unexpected guests at one picnic,

and catered daily to presidential eating habits,

including preparing all desserts without flour or dairy for one president.

'White House touch'

Many historians view Frenchman Rene Verdon, appointed by

Jacqueline Kennedy in 1961, as the first professional "White House chef."

Kennedy wanted Verdon to take presidential dining to a new level,

giving a "White House touch," to everything,

said Barbara Haber, a food historian who developed

Harvard University's cookbook collection.

Verdon even traveled with the Kennedys to Massachusetts,

Canada and Panama, among other places, to cook for them.

President Kennedy was particularly fond of Verdon's Boston

clam chowder, even though the chef pleaded with the president to

let him serve it with less flour,

says the 84-year-old Verdon, now living in San Francisco.

The first lady typically selects the White House chef and often aims

to make her mark on the kitchen, which is a small one despite its prestige.

In 1994, Hillary Clinton commissioned Scheib to bring a

new era of American cuisine to the White House after

years of French-style cooking, Scheib says.

Both Clinton and Laura Bush were focused on the nutritional value of

food, with Bush adamant about using organic products, Scheib says.

The wives also mandated that certain foods be avoided. Bush,

whose husband was a teetotaler after earlier years of drinking,

didn't want alcohol in any food.

Clinton barred chocolate, dairy and flour because her husband

was allergic to them, says Roland Mesnier,

a Frenchman who was the White House pastry chef

for 26 years before retiring in 2006.

President Clinton "loved dessert" and sometimes would push aside

the fresh fruit cobblers Mesnier made to gobble down a chunk of

chocolate cake, the pastry chef says.

The president's puffy-eyed allergic reaction became

a clue for Mesnier that he had been a "naughty" eater, he says.

But for all their political differences,

Presidents Bush and Clinton were soul mates when it came to food,

sharing a love of all things barbecued, especially ribs,

and spicy Southwestern-style foods like enchiladas,

says Scheib, now a cooking consultant who like Mesnier has written

a book about his White House experiences.

These presidents' mantra was that anything was better

with melted cheese, he says.

Chelsea Clinton took a left turn from her father's eating habits and

was a vegan by her senior year of high school, Scheib says.

No celebrity chefs

Despite all the recent speculation about who Obama will choose

to lead the kitchen, past presidents have rarely named

a chief chef early in their administrations.

Henry Haller served a lengthy period from 1966 to 1987

through five presidents.

President George H.W. Bush's wife, Barbara Bush,

dispensed with two short-term chefs before getting comfortable

with the Frenchman Pierre Chambrin,

who was canned after two years with the Clintons.

"The food for them is like fuel," Chambrin says of

the Clintons, adding that the Bushes were more appreciative.

Chambrin never made anything twice for the Bushes,

except his cassoulet, a French stew of beans, pork, lamb

and duck, because the president requested it, Chambrin says.

On the other hand, Bush hated broccoli and when he said

so publicly, miffed U.S. farmers sent truckloads of

the vegetable to the White House.

While Obama reportedly loves Chicago pizza and detests beets,

there are few real clues as to what he might want from his new chef.

His staff declined to comment.

The former White House chefs dismiss the suggestion of

a famous chef taking the job.

"You are never going to have a star chef in the White House,"

says Chambrin, now the executive chef at the Saint Louis Club.

"You only have two stars, the president and the first lady."

Proving herself

Comerford, who went to culinary school in her native Philippines and

later worked at the Viennese restaurant Le Ciel and in major

Washington hotels, initially was hired at the White House as

a temporary worker for a special event.

When Scheib saw her talent, he hired her full-time in 1995,

eventually promoting her to sous chef after Keith Luce left the kitchen

to become the top chef at Chicago's former Spruce restaurant.

Luce, who is now the executive chef at the Herbfarm in Woodinville,

Wash., outside Seattle, left partly because he found that cooking food

in the White House "to appeal to a wide variety of people" limited his creativity.

Comerford is the kind of "selfless person" who can do the job right,

Luce said. She already has proven herself on major events,

such as planning a White House dinner over four months for

the November 2005 visit of Prince Charles of Wales.

The menu featured buffalo tenderloin medallions with

wild rice pancakes, glazed parsnips and young carrots.

Still, staying with a new administration is not an easy transition

because the chef has to see the job in

an entirely new light, the former chefs said.

The day the Bushes moved into the White House,

Scheib said none of his knowledge from the Clinton era had value anymore.

It was a "bittersweet" moment for Scheib three years later when

Laura Bush decided she couldn't leave her legacy in the kitchen

with Hillary Clinton's chef, but made history by replacing him with his protege.

D'IBADAN (Nigeria) LE 22 MARS 1959
ORGANISÉ PAR LE CONGRÈS POUR LA LIBERTÉ
DE LA CULTURE ET L'UNIVERSITÉ D'IBADAN
L'UNITÉ AFRICAINE ET L'INDÉPENDANCE NATIONALE

Je remercie le« Congrès pour la Liberté et la Culture et

l'Université d'Ibadan pour l'aimable invitation qu'ils ont

bien voulu m'adresser pour assister à cette Conférence

Internationale où l'on discute du sort de notre chère Afrique.

C'est une satisfaction pour moi de rencontrer ici plusieurs

Ministres Africains, des hommes de lettres, des syndicalistes,

des journalistes et des personnalités internationales,

qui s'intéressent aux problèmes de l'Afrique.

C'est par ces contacts d'homme à homme, par des rencontres

de ce genre que les élites africaines pourront se connaître

et se rapprocher afin de réaliser cette union qui est

indispensable pour la consolidation de l'unité africaine.

En effet, l'unité africaine tant souhaitée aujourd'hui par tous

ceux qui se soucient de l'avenir de ce continent,

ne sera possible et ne pourra se réaliser que si

les hommes politiques et les dirigeants de nos pays

respectifs font preuve d'un esprit de solidarité,

de concorde et de collaboration fraternelle

dans la poursuite du bien commun de nos populations.


C'est pourquoi l'union de tous les patriotes est indispensable,

surtout pendant cette période de lutte et de libération.

Les aspirations des peuples colonisés et assujettis sont

les mêmes; leur sort est également le même.

D'autre part, les buts poursuivis par les mouvements

nationalistes, dans n'importe quel territoire africain,

sont aussi les mêmes.


Ces buts, c'est la libération de l'Afrique du joug colonialiste.

Puisque nos objectifs sont les mêmes,

nous atteindrons facilement et plus rapidement

ceux-ci dans l'union plutôt que dans la division.

Ces divisions, sur lesquelles se sont toujours appuyées

les puissances coloniales pour mieux asseoir leur domination,

ont largement contribué - et elles contribuent encore -

au suicide de l'Afrique.

Comment sortir de cette impasse '?

Pour moi, il n'y a qu'une voie.

Cette voie, c'est le rassemblement de tous les Africains

au sein des mouvements populaires ou des partis unifiés.

Toutes les tendances peuvent coexister au sein de ces

partis de regroupement national et chacun aura son mot à dire

tant dans la discussion des problèmes qui se posent au pays,

qu'à la direction des affaires publiques.

Une véritable démocratie fonctionnera à l'intérieur de

ces partis et chacun aura la satisfaction d'exprimer librement

ses opinions.

Plus nous serons unis, mieux nous résisterons à l'oppression,

à la corruption et aux manœuvres de division auxquelles

se livrent les spécialistes de la politique du « diviser pour régner».

Ce souhait d'avoir dans nos jeunes pays des mouvements ou

des partis unifiés ne doit pas être interprété comme

une tendance au monopole politique ou à une certaine dictature.


Nous sommes nous-mêmes contre le despotisme et la dictature.

Je veux attirer l'attention de tous qu'il est hautement sage

de déjouer, dès le début, les manœuvres possibles

de ceux qui voudraient profiter de nos rivalités politiques

apparentes pour nous opposer les uns aux autres et

retarder ainsi notre libération du régime colonialiste.

L'expérience démontre que dans nos territoires africains,

l'opposition que certains éléments créent au nom de la démocratie,

n'est pas souvent inspirée par le souci du bien général;

la recherche de la gloriole et des intérêts personnels

en est le principal, si pas l'unique mobile.

Lorsque nous aurons acquis l'indépendance de nos

pays et que nos institutions démocratiques seront stabilisées,

c'est à ce moment là seulement que pourrait se justifier

l'existence d'un régime politique pluraliste.

L'existence d'une opposition intelligente,

dynamique et constructive est indispensable

afin d'équilibrer la vie politique et administrative

du gouvernement au pouvoir.

Mais ce moment ne semble pas encore venu et ce

serait desservir le pays que de diviser aujourd'hui nos efforts.


Tous nos compatriotes doivent savoir qu'ils ne serviront pas

l'intérêt général du pays dans des divisions ou en

favorisant celles-ci, ni non plus dans la balkanisation de

nos pays en de petits états faibles.

Une fois le territoire national balkanisé,

il serait difficile de réinstaurer l'unité nationale.

Préconiser l'unité africaine et détruire les bases mêmes de

cette unité, n'est pas souhaiter l'unité africaine

Dans la lutte que nous menons pacifiquement aujourd'hui

pour la conquête de notre indépendance,

nous n'entendons pas chasser les Européens de ce

continent ni nous accaparer de leurs biens ou les brimer.


Nous ne sommes pas des pirates.

Nous avons au contraire,

le respect des personnes et le sens du bien d'autrui.

Notre seule détermination -et nous voudrions que l'on nous

comprenne -est d'extirper le colonialisme et l'impérialisme

de l'Afrique.

Nous avons longtemps souffert et nous voulons respirer

aujourd'hui l'air de la liberté.

Le Créateur nous a donné cette portion de la terre

qu'est le continent africain;

elle nous appartient et nous en sommes les seuls maîtres.

C'est notre droit de faire de ce continent un continent

de la justice, du droit et de la paix.

L'Afrique toute entière est irrésistiblement engagée

dans une lutte sans merci contre le colonialisme et

l'impérialisme.

Nous voulons dire adieu à ce régime d'assujettissement

et d'abâtardissement qui nous a fait tant de tort.

Un peuple qui en opprime un autre n'est pas un peuple civilisé

et chrétien.

L'Occident doit libérer l'Afrique le plus rapidement possible.

L'Occident doit faire aujourd'hui son examen de conscience

et reconnaître à chaque territoire colonisé

son droit à la liberté et à la dignité.

Si les gouvernements colonisateurs comprennent à temps

nos aspirations, alors nous pactiserons avec eux,

mais s'ils s'obstinent à considérer l'Afrique comme

leur possession, nous serons obligés de considérer

les colonisateurs comme ennemis de notre émancipation.

Dans ces conditions, nous leur retirerons avec regret

notre amitié.

Je me fais le devoir de remercier ici publiquement

tous les Européens qui n'ont ménagé aucun effort

pour aider nos populations à s'élever.

L'humanité tout entière leur saura gré pour la magnifique

œuvre d'humanisation et d'émancipation

qu'ils sont en train de réaliser dans certaines parties

de l'Afrique.

Nous ne voulons pas nous séparer de l'Occident,

car nous savons bien qu'aucun peuple au monde ne peut

se suffire à lui même.


Nous sommes partisans de l'amitié entre les races,

mais l'Occident doit répondre à notre appel

Les occidentaux doivent comprendre que l'amitié

n'est pas possible dans les rapports de sujétion

et de subordination.

Les troubles qui éclatent actuellement dans certains

territoires africains et qui éclateront encore

ne prendront fin que si les puissances administratives

mettent fin au régime colonial.

C'est la seule voie possible vers une paix et une amitié

réelles entre les peuples africains et européens.


Nous avons impérieusement besoin de l'apport financier,

technique et scientifique de l'Occident en vue du

rapide développement économique et de la stabilisation

de nos sociétés.

Mais les capitaux dont nos pays ont besoin doivent

s'investir sous forme d'entraide entre les nations.

Les gouvernements nationaux donneront toutes

les garanties voulues à ces capitaux étrangers.

Les techniciens occidentaux auxquels nous faisons

un pressant appel viendront en Afrique

non pour nous dominer mais bien pour servir et

aider nos pays.

Les Européens doivent savoir et se pénétrer de cette idée

que le mouvement de libération que nous menons

aujourd'hui à travers toute l'Afrique,

n'est pas dirigé contre eux, ni contre leurs biens,

ni contre leur personne, mais simplement et uniquement,

contre le régime d'exploitation et d'asservissement

que nous ne voulons plus supporter.

S'ils acceptent de mettre immédiatement fin à ce régime

instauré par leurs prédécesseurs,

nous vivrons avec eux en amis, en frères.


Un double effort doit être fait pour hâter l'industrialisation

de nos régions et le développement économique du pays.

Nous adressons un appel aux pays amis afin

qu'ils nous envoient beaucoup de capitaux

et de techniciens.

Le sort des travailleurs noirs doit aussi être sensiblement

amélioré.


Les salaires dont ils jouissent actuellement sont

nettement insuffisants.

Le paupérisme dans lequel vivent les classes laborieuses

est à la base de beaucoup de conflits sociaux

que l'on rencontre actuellement dans nos pays.


A ce sujet, les syndicats ont un grand rôle à jouer,

rôle de défenseurs et d'éducateurs.

Il ne suffit pas seulement de revendiquer l'augmentation

des salaires,

mais il est aussi d'un grand intérêt d'éduquer

les travailleurs afin qu'ils prennent conscience

de leurs obligations professionnelles,

civiques et sociales, et qu'ils aient également

une juste notion de leurs droits.

Sur le plan culturel, les nouveaux états africains

doivent faire un sérieux effort pour développer

la culture africaine.

Nous avons une culture propre, des valeurs morales

et artistiques inestimables,

un code de savoir-vivre et des modes de vie propres.

Toutes ces beautés africaines doivent être développées

et préservées avec jalousie.

Nous prendrons dans la civilisation occidentale

ce qui est bon et beau et rejetterons ce qui ne

nous convient pas.

Cet amalgame de civilisation africaine et européenne

donnera à l'Afrique une civilisation d'un type nouveau,

une civilisation authentique correspondant

aux réalités africaines.

Des efforts sont aussi à faire pour la libération

psychologique des populations.

On constate chez beaucoup d'intellectuels,

un certain conformisme dont on connaît les origines.

Ce conformisme provient des pressions morales

et des mesures de représailles qu'on a souvent exercées

sur les intellectuels noirs.

Il suffisait de dire la vérité pour que l'on fût vite taxé de

révolutionnaire dangereux,

xénophobe, meneur, élément à surveiller, etc.

Ces manœuvres d'intimidation et de corruption morale

doivent prendre fin.

Il nous faut de la véritable littérature et une presse libre

dégageant l'opinion du peuple et non plus

ces brochures de propagande et une presse muselée.

J'espère que le « Congrès pour la Liberté de la Culture

nous aidera dans ce sens.


Nous tendons une main fraternelle à l'Occident.


Qu'il nous donne aujourd'hui la preuve du principe

de l'égalité et de l'amitié des races que ses fils

nous ont toujours enseigné sur les bancs de l'école,

principe inscrit en grands caractères dans la

Déclaration Universelle des Droits de l'Homme.


Les Africains doivent jouir, au même titre que tous les

autres citoyens de la famille humaine,

des libertés fondamentales inscrites dans cette Déclaration

et des droits proclamés dans

la Charte des Nations Unies.


La période des monopoles des races est révolue.

La solidarité africaine doit se concrétiser aujourd'hui

dans les faits et dans les actes.

Nous devons former un bloc pour prouver au monde

notre fraternité.

Pour ce faire, je suggère que les gouvernements

déjà indépendants apportent toute leur aide et appui

aux pays non encore autochtones.

Pour favoriser les échanges culturels et le rapprochement

entre les pays d'expression française et

ceux d'expression anglaise,

il faudrait rendre l'enseignement du français et

de l'anglais obligatoire dans toutes les écoles d'Afrique.


La connaissance de ces deux langues supprimera

les difficultés de communication auxquelles

se heurtent les Africains d'expression anglaise

et ceux d'expression française lorsqu'ils se rencontrent.

C'est là un facteur important d'interpénétration.

Les barrières territoriales doivent aussi être supprimées

dans le sens d'une libre circulation des Africains

à l'intérieur des états africains.

Des bourses d'études seraient également à prévoir

en faveur d'étudiants des territoires dépendants.


Je profite de l'occasion qui m'est offerte pour

rendre publiquement hommage au Dr Kwamé Nkrumah

et à M. Sékou Touré d'avoir réussi à libérer

nos compatriotes du Ghana et de la Guinée.

L'Afrique ne sera vraiment libre et indépendante

tant qu'une partie quelconque de ce continent restera

sous la domination étrangère.

Je conclus mon intervention par ce vibrant appel :

Africains, levons-nous !

Africains, unissons-nous !

Africains, marchons main dans la main avec ceux qui veulent

nous aider pour faire de ce beau continent

un continent de la liberté et de la justice.

à sa femme Pauline.

Ma compagne chérie, Je t'écris ces mots sans savoir

s'ils te parviendront, quand ils te parviendront et si

je serai en vie lorsque tu les liras.

Tout au long de ma lutte pour l'indépendance

de mon pays,

je n'ai jamais douté un seul instant du

triomphe final de la cause sacrée

à laquelle mes compagnons et moi avons

consacré toute notre vie. Mais ce que nous voulions pour

notre pays, son droit à une vie honorable, à une dignité

sans tache, à une indépendance sans restrictions,

le colonialisme belge et ses alliés occidentaux - qui ont trouvé

des soutiens directs et indirects, délibérés et non délibérés,

parmi certains hauts fonctionnaires des Nations-unies,

cet organisme en qui nous avons placé toute notre confiance

lorsque nous avons fait appel à son assistance -

ne l'ont jamais voulu.
Ils ont corrompu certains de nos compatriotes,

ils ont contribué à déformer la vérité et à souiller

notre indépendance.


Que pourrai-je dire d'autre ?

Que mort, vivant, libre ou en prison sur ordre des colonialistes,

ce n'est pas ma personne qui compte.

C'est le Congo,

c'est notre pauvre peuple dont on a transformé l'indépendance

en une cage d'où l'on nous regarde du dehors,

tantôt avec cette compassion bénévole, tantôt avec joie et plaisir.

Mais ma foi restera inébranlable.

Je sais et je sens au fond de moi même que tôt ou tard

mon peuple se débarrassera de tous ses ennemis intérieurs

et extérieurs, qu'il se lèvera comme un seul homme

pour dire non au capitalisme dégradant et honteux,

et pour reprendre sa dignité sous un soleil pur.

Nous ne sommes pas seuls. L'Afrique, l'Asie et les peuples libres

et libérés de tous les coins du monde se trouveront toujours

aux côtés de millions de congolais qui n'abandonneront la lutte

que le jour où il n'y aura plus de colonisateurs et leurs mercenaires

dans notre pays.

A mes enfants que je laisse, et que peut-être je ne reverrai plus,

je veux qu'on dise que l'avenir du Congo est beau et qu'il attend d'eux,

comme il attend de chaque Congolais, d'accomplir

la tâche sacrée de la reconstruction de notre indépendance

et de notre souveraineté, car sans dignité il n'y a pas de liberté,

sans justice il n'y a pas de dignité, et sans indépendance

il n'y a pas d'hommes libres.

Ni brutalités, ni sévices, ni tortures ne m'ont jamais amené

à demander la grâce, car je préfère mourir la tête haute,

la foi inébranlable et la confiance profonde dans

la destinée de mon pays, plutôt que vivre dans

la soumission et le mépris des principes sacrés.

L'histoire dira un jour son mot, mais ce ne sera pas l'histoire

qu'on enseignera à Bruxelles, Washington, Paris

ou aux Nations Unies, mais celle qu'on enseignera dans

les pays affranchis du colonialisme et de ses fantoches.

L'Afrique écrira sa propre histoire et elle sera au nord et au sud

du Sahara une histoire de gloire et de dignité.


Ne me pleure pas, ma compagne.

Moi je sais que mon pays, qui souffre tant, saura défendre

son indépendance et sa liberté.

Vive le Congo !

Access to information documents show growing number of troops not re-enlisting


The number of people exiting the Canadian Forces has risen every year for the

past five leaving key skilled positions unfilled across the system.

In 2004-05 the forces lost 6.7% of its people through retirement or medical release,

but for the first 10 months of 2008 that rate was up to 9.2%.

Documents obtained through access to information show of the more than 7,000 soldiers

that left in 2008 almost 200 were sergeants or warrant officers seen as key

to operating the forces and training new recruits.

"The main reasons for personnel leaving the Canadian Forces prior to retirement age range

from family issues to accessing new career opportunities outside the military,

" said national defence department spokeswoman Megan MacLean.

STRUGGLING

Defence analysts say the army is struggling to find those skilled in key trades because

of two main reasons: The gutting of the forces in the 1990s and the strain of Afghanistan.

"People are naturally leaving the forces because it is time for them to retire,

" said Doug Bland, a defence analyst at Queen's University. "The difficulty is the Chretien

government quit funding the armed forces and cut down recruiting to

almost nothing leaving a great big hole behind these retirements."

Recruiting is not the problem. In the last fiscal year, 6,820 people were recruited --

99.3% of the goal. The problem, analysts explain, is one only time can fix.

When Brian Mulroney was prime minister, the forces were hiring.

Those recruits have undergone years of training for specialized positions

but are now reaching retirement.

There should have been plenty of soldiers waiting to be promoted into the vacant positions

but when Jean Chretien cut back, the forces lost those younger recruits as well as

the training staff and facilities needed to pass on key skills.

LIMITED CHOICES

"In city life if you lose an experienced middle manager you simply go out into the hiring market,

" said retired colonel Brian MacDonald, a defence analyst with the Conference of

Defence Associations. "But if you are looking at particular military trade the only option you have

is to go in at the recruit level and train them up -- you can't hire someone at

the warrant officer or sergeant level."

Bland says the only way out is to leave Afghanistan and rule out further peacekeeping

missions to focus on rebuilding the forces at home.

The other problem is Afghanistan. Because the Canadian Forces are missing so

many skilled people those with experience are being asked to take extra rotations abroad.

"Since these people are very reliable and skilled civilian industry will grab them as quickly as they can,

" said MacDonald, who says the forces should look at re-enlistment bonuses to entice

skilled soldiers away from retirement.

Border residents worry over backlash as UPDF hunt LRA

Border residents mainly generate cash by smuggling. But not during war!

At times of cross-frontier unease, concern shifts to basic survival through modest ways.

In the searing afternoon heat of the dry season, Mzee Gad Galaba defies age to summon

an equivalent youthful energy to hammer in a bicycle cotter pin at Odramacaku trading centre.

Like many penniless residents, Mr Galaba is working as a bicycle repairer, to raise at least

Shs1,000 to buy food and other necessities for his family.

This is the humbling life of a Ugandan family bread winner in this locality separated from

the restive DR Congo only by a graveled road, serving as the official borderline

between Uganda and its vast western neighbour.

But hundreds of kilometres away, inside the thickly forested Garamba parkland,

it is a military jinx. The UPDF, perhaps encouraged by non-combat support from Kinshasa

and Juba, went in there mid-last month, ostensibly to hunt down the LRA rebels.

But the insurgents, bombed out from their camp Swahili lair, are reported to be on the loose;

abducting and killing hundreds of hapless Congolese and Sudanese civilians.

The fear this boundless violence could spill over to Uganda has raised tension among

some border residents with struggling people in the fold of Mzee Galaba, worried about losing

their not-so-fancy livelihood in the event the LRA rebels strike and displace them as anticipated.

Mr Yosia Bada, the LC I secretary for security at Odramacaku trading centre,

said the people of West Nile region, many of whom were exiled in DRC and Sudan

after late President Idi Amin, have suffered and now require uninterrupted

peace to concentrate on education and development.

"We do not want to go back to war situation," said Mr Bada, "Since UPDF attacked

the LRA, my people feel more secure since they had been worried and

thinking that the rebels could attack anytime."

The Ugandan army has massed troops at strategic locations along the border,

straddling from Koboko via Maracha-Terego and Arua Districts.

Security surveillance by on-ground state spies and regular army has significantly increased.

Day and night patrols by armed soldiers in towns and around the suburbs are up.

Mr Bada, with a sneaky look at the Congolese side, said:

"The thieves and armed robbers from Congo used to disturb us but now they don't;

they fear the UPDF will arrest them. Even the Congolese army used to rob and

extort money from our traders. All these have stopped.

The arrival of the UPDF has made the border area safer."

But nobody in the region, like in most parts of the country, is certain about what is

really happening inside Congo. They only see truckloads of UPDF soldiers, food,

military hardware and other supplies being hauled aboard semi-trailers and

Tata trucks – a fearsome travel – to the DRC.

When in the town centre, the soldiers, apparently acting to show morale,

start blowing whistles and shouting randomly. They are not anymore singing patriotic

military songs synonymous with such errands.

Little of any humorous reciprocation is forthcoming from the jaded urban dwellers.

They just look on, unsure if the soldiers, navigating the thickets of Garamba

for the first time, will win over the LRA rebels in a difficult terrain inside Congo

when they could not do so over the past two decades in northern Uganda

whose geography they were familiar with.

Matters are not helped that officially, only very scanty information is forthcoming

about Operation Lightning Thunder, now entering a month. West Nile residents,

some of whose relatives live or do business across in DRC towns of Butembo,

Faradje and the nearby Ariwara call home, conveying worrisome stories about the mission.

The army on the other side says their operation is successful.

Many doubt this pronouncement. For instance, they did not talk about the

December 14 bomb explosion on a UPDF truck at Poki,

inside Sudan that killed and injured soldiers on the maiden trip to attack the LRA.

It was not until this newspaper, on January 5, exposed the story and published

the picture of one of the accident victims admitted at

St. Joseph's Hospital Maracha that the public got to know

the unspoken ugly side of the operation.

Health workers at the medical facility were initially told that the casualties were involved

in an ordinary motor crash. But the Daily Monitor account exposed the truth,

which shocked the medics, raising concern that the army could be

hiding losses in the latest encounter.

"People are worried about what is happening with our troops in the DRC,"

says Mr Stanley Yiacia, a resident of Yivu SS village in the new Maracha-Terego District.

He adds, "They do not have the confidence that the UPDF will withstand the pressure

if the LRA decides to strike back. And should this happen,

West Nile because of its border location will be the first point of entry for the rebels.

This is what is worrying our people."

The army says they are in full control. Capt. Robert Kamara, the UPDF spokesman

in the region, is visiting different local FM radio stations, assuring residents

not to panic but remain vigilant and report any suspicious characters or movements

to Local Council officials or security organs.

"We are aware of the [LRA] threats and have taken necessary precautionary measures,

" the military spokesman said, "We have deployed our troops and intelligence officers

to secure our borders and they are cooperating well with our Congolese counterparts."

Indeed, all appears normal, at least for the moment. Cross border business is still brisk

and lucrative as ever. Shops and all markets open as usual, and touts at the Juba stage

along Rhino Camp Road in Arua town and those in Koboko town shout their voices horse,

beckoning passengers for the strenuous journey to South Sudan.

At the DRC border, dusty passengers can be seen aboard old pickup trucks,

winding into wilderness.

The bars are full. Merrymakers jam nightclubs and dance till dawn and prostitutes

still command night posts in secluded backyards - such as California Street in

Arua town's central business district - known to be a hotbed for the call girls.

In Churches and Mosques, clerics are telling concerned worshippers to pray for

peace and prosperity in the New Year. On the silver side, the heavy security deployments

have scared soap, salt, beer and fuel smugglers, fearing certain arrest by myriad

security networks. In the army operations, the Uganda Revenue Authority's

anti-smuggling unit has, for now, got an unsolicited ally.

For seasoned cross border motorcycle and vehicle thieves,

the honeymoon is over because there are too many people, moreover

armed security personnel, watching over their mischievous dealings at night.

Some elected leaders say crime prevalence is declining.

The heavy army deployment has turned Koboko to some sort of a garrison town.

Mr William Dada, the chairman of Koboko District said,

"The beefing up of security has made people more comfortable.

Prior to the Garamba [invasion], we were getting reports that

the LRA was trying to penetrate Uganda and this was making people restless."

Opposition politician Bernard Atiku, the district councillor for Adumi sub-county

that borders the DRC, wants new military detaches to be established in his constituency.

This is after mineral dealers; Yosam Ezati and his unnamed colleague,

both hailing from Etori in the neighbouring Pajulu sub-county got mired in

the crisis in Faradge, the Congolese town where the LRA rebels are on apparent revenge killing spree.

With scarce information coming through official channels,

the progress and lapses of Operations Lightning Thunder has become

a subject of speculation and, as expected, the "inside Garamba" stories

churned by the rumour mills contain both the good and the ugly.

The army has down-played reports that some soldiers, frightened at

the prospect of confronting the vicious LRA rebels, are deserting.

Capt. Robert Kamara, the military spokesman in West Nile, said soldiers have

always abandoned duty and there is no evidence that desertion, which is

a serious offense in the army, is on the rise due to the pressure of Garamba commitments.

West Nile's two million people, whose livelihood bonds with the restive

Oriental province through common heritage and cross border business,

want nothing less than an annihilation of the rebels. Otherwise,

they fear for the worst especially that the army is now understood

to be less friendly and more intolerant of any critics of the war.

It is also feared some soldiers could pick and bring home the deadly

Ebola hemorrhagic fever, ravaging Kasai Occidental province within

northeastern DRC where the UPDF is hounding Joseph Kony's fighters.

Arua district security committee is reportedly mulling closing the controversial

weekly Agbatara talk show on Arua 1 FM radio after some guests on the programme

allegedly made incendiary statements on the LRA war during an edition a fortnight ago.

And the military is publicly likening and maligning critics of Operation Lightning

Thunder to LRA collaborators, effectively muzzling dissenters.
 
The media houses in West Nile appear timid to objectively report on the fighting

after police detectives arrested and grilled three senior journalists of this newspaper

for allegedly publishing information deemed prejudicial to national security,

which could aid the enemy!

Nearly a month after a dozen military choppers suddenly lifted up in the skies of

Koboko border District, attention has now shifted to whether the war,

launched partly from West Nile, would not boomerang.

With the current unpredictable mood swing of military commanders and political

executives scaring the country, the media's lack of unfettered access

to independently verify information in the remote Garamba,

means the truth of fatalities and losses on either side of the attack,

will, if at all, be told several months or years when the war ends.

That is if vital evidence does not get interred in the dense tropical forests

and fertile soils of Congo without trace.

How Subprime Borrowing Fueled the Credit Crisis

Once upon a time, generous-minded social engineering resulted in the

Community Reinvestment Act, which forced banks to lend to disadvantaged

borrowers who otherwise couldn't get mortgages to buy homes.

But because these potential borrowers were financially disadvantaged, they also represented

a bigger credit risk. Banks didn't like being told to make mortgages to

high-risk borrowers because they wouldn't be able sell these loans off to anyone else.

Fannie Mae (FNM) and Freddie Mac (FRE) were mandated to insure these higher-risk loans

so that with a de facto government guarantee these "subprime" mortgages could be

repackaged and sold, removing them from the inventory of the originating bank.

Thus the seeds of the subprime mortgage debacle were planted.

A series of devastating events - the bursting of the tech stock bubble in 2000,

the 2001 terrorist attacks on U.S. soil, and the war on Iraq and the spike

in oil prices, to name the key ones - posed serious recessionary threats.

The U .S. Federal Reserve aggressively lowered interest rates to stimulate the economy.

A long period of low rates reduced returns for investors, but simultaneously

afforded borrowers cheap financing. Wall Street went to work manufacturing all manner

of products to squeeze extra yield out of this ultra-low-interest-rate environment.

Subprime collateralized mortgage-backed loans, similarly structured and packaged

commercial mortgage-backed loans, leveraged corporate loans, and derivatives

(especially credit default swaps), were manufactured in massive quantities.

Many of the products were rated investment grade by the major ratings agencies,

which were incongruously but handsomely paid by the manufacturing banks to

rate their products. Higher ratings meant easier sales and greater profits.

Buyers of the products, including the banks themselves, used cheap financing

to leverage returns by borrowing from each other to create

and buy more and more products.

Low interest rates were driving homebuyers to banks and mortgage finance

companies, most of which were offering cheap "teaser" rates and

no-document "liar loans" - all in a mad rush to capitalize on what

was actually a rapidly inflating housing bubble.

Consumers were flush with credit and used it, as Wall Street took credit card

receivables, packaged them into pools, sold them, and gave the proceeds

back to credit card issuers, who then offered the public even more credit

in a competitive horn of plenty. Then the housing bubble burst,

and the music stopped. Banks were afraid to lend because they had lent

too much to too many suspect borrowers, including each other,

meaning their collateral was depreciating faster than any

econometric model had ever calculated.

As banks' capital evaporated, lending stopped everywhere.

The securities markets imploded, leaving us in a state of suspended

animation in which there's no longer any way to borrow, produce and spend.
