McCain launches fall campaign as Obama embraces Iraq "surge"

The events of Thursday, September 4 demonstrate the two overriding political facts of the 2008 US presidential election campaign: a Republican Party in deep political crisis and widely hated for its program of social reaction and war, and a Democratic Party that represents no alternative whatsoever, galloping to the right.

Senator John McCain gave an acceptance speech on the final night of the Republican National Convention. The 72-year-old candidate, a 26-year veteran of Congress, postured absurdly as the proponent of change, seeking to run as far away as possible from his own party and the Bush administration whose major policies he has supported for the past eight years.

Only a few hours earlier, Democrat Barack Obama, in an interview on Fox television, waved the white flag on what had once been the principal issue in his campaign, the war in Iraq. He told right-wing talk show host Bill O'Reilly that the escalation of US military aggression in Iraq, dubbed the "surge" by Bush and McCain, had "succeeded beyond our wildest dreams." He went on to threaten military action against Iran as well.

The myth of the "maverick"

The focus of McCain's speech was his persona as a supposed "maverick" in American politics, an opponent of corruption and "business-as-usual" politics in Washington. The goal of this contrived and false presentation was to distance himself from the Bush administration. McCain spoke for 30 minutes, but never named the president of his own party or took responsibility for the policies of his administration.

Instead, he claimed for himself the status of a tribune of popular anger against official Washington, declaring, "And let me just offer an advance warning to the old, big-spending, do-nothing, me-first, country-second crowd: Change is coming."

Both liberal and conservative media representatives noted the preposterous character of this political masquerade. The New York Times wrote, "As Senator John McCain accepted the Republican nomination for president, he and his supporters sounded the call of insurgents seeking to topple the establishment, even though their party heads the establishment."

Writing in the Washington Post, neo-conservative columnist Charles Krauthammer commented, "The problem is the inherent oddity of the incumbent party running on change. Here were Republicans—the party that controlled the White House for eight years and both houses of Congress for five—wildly cheering the promise to take on Washington. I don't mean to be impolite, but who's controlled Washington this decade?"

McCain made an extraordinary admission in the early part of his speech—in a passage greeted with stony silence by the Republican convention delegates. "We lost the trust of the American people when some Republicans gave in to the temptations of corruption," he said.

He did not, of course, acknowledge that it was the launching of a criminal war of aggression in Iraq, and a domestic policy of tax cuts for the wealthy and indifference to the poor—expressed so starkly after Hurricane Katrina—that has made Bush the most unpopular president in recent history. Instead, the Republican candidate claimed that it was the failure of the Republican Party to enact sufficiently right-wing policies on cutting government spending that cost it public support.

McCain's remarks revealed the political crisis of the Republican Party, which faces a heavy defeat in the congressional elections, both in the House and Senate, and is trailing in the presidential polls, both in the national popular vote and, more significantly, in the state-by-state polls that give Obama a sizeable lead in electoral votes.

Campaign officials have admitted privately that it was his deteriorating position in internal state-by-state polling that triggered McCain's gamble on the selection of Alaska Governor Sarah Palin as his running mate. McCain abandoned his preferred election strategy of picking Democratic Senator Joseph Lieberman or former Pennsylvania governor Tom Ridge as a running mate and seeking to make inroads in the northeast and industrial Midwest, in favor of mobilizing the Christian fundamentalist base of the party through the nomination of Palin, a political cipher but a fervent opponent of abortion rights.

The myth of Vietnam

Both McCain's acceptance speech and several of the other major speeches at the convention—by former senator Fred Thompson, former New York City mayor Rudolph Giuliani, and Palin herself—suggested that his principal qualification for the presidency was his military record during the Vietnam War, and especially his six years as a prisoner of war in North Vietnam.

The constant invocation of McCain's POW status gave a militaristic character to the entire Republican convention, whose theme appeared to be that only a former soldier could be entrusted with the office of commander-in-chief. Palin's speech was typical in that respect, as she sneered at her Democratic opponents for their posturing as "fighters" for working people, declaring, "There is only one man in this election who has ever really fought for you, in places where winning means survival and defeat means death, and that man is John McCain."

The depiction of McCain as a man who "fought for freedom" has gone unchallenged in the corporate-controlled media, but it is profoundly and utterly false. The war in Vietnam was not a war for the freedom of the American people; it was a war against the freedom of the Vietnamese people, an attempt by the most powerful imperialist power to enslave or destroy the people of an oppressed former colonial country.

When John McCain arrived at his Navy squadron in 1967, the Vietnamese people were in their 22nd year of a war which began with the uprising against French colonialism in 1945, continued until the historic victory at Dien Bien Phu in 1954 which shattered the French army, paused for seven years while the French withdrew and were replaced in the southern half of the country by the American-backed puppet regime of Ngo Dinh Diem, and then raged with increasing fury from 1961 until the final victory of the Vietnamese in 1975.

At no time in this epic 30-year struggle was the freedom of the American people ever at stake, except insofar as successive US presidents, Lyndon Johnson and then Richard Nixon, sought to suppress the freedom of the American people to oppose the increasingly unpopular war. It was the exposure of these antidemocratic conspiracies, following the Watergate break-in, that ultimately compelled Nixon to resign as president in August 1974.

This history is a closed book as far as both of the big business parties, Democrats as well as Republicans, are concerned. The media obediently echoes the portrayal of McCain as a war hero and, by implication, the war itself as a noble enterprise. In fact, however, the war in Vietnam was a crime of world-historic dimensions, one that in some respects approaches the atrocities committed by the Nazis in World War II.

More American bombs were dropped on that tiny country than the entire bomb tonnage dropped by all combatants in World War II, including the atomic bombing of Hiroshima and Nagasaki. Some 3 million Vietnamese died, and countless more were maimed, tortured, raped or poisoned by chemical weapons like Agent Orange (dioxin) and sarin nerve gas. The cities of North Vietnam were subjected to relentless aerial bombardment against which the population had no defenses.

Those who organized and directed the onslaught on the Vietnamese people were, if the term has any meaning, war criminals. Among those was McCain's father, Admiral John S. McCain, who was head of the Pentagon's Pacific Command and had command responsibility for the saturation bombing of North Vietnam. If there had been a Nuremberg-style tribunal after the Vietnam War, McCain's father would have had a place in dock alongside Johnson, Nixon, McNamara, Westmoreland and other architects of the mass killings.

McCain's personal role was more modest—he merely delivered the bombs that killed thousands, if not tens of thousands, of innocent Vietnamese. His imprisonment as a POW, however harrowing, was no longer and no more brutal than the treatment meted out by US torturers at Bagram, Guantanamo and the secret CIA prisons, for the most part to men who have done far less than McCain to slaughter other human beings.

Obama on his knees

The most important factor propping up both the Bush administration and the Republican presidential campaign is the complicity and cowardice of the Democratic Party. McCain's claim to be leading an insurgency against the government of his own party is undoubtedly preposterous, but he is able to adopt this posture with at least a fig leaf of credibility because the Democratic Party does not fulfill the role of an "opposition" party in any serious sense.

Obama's performance Thursday on Fox television's "The O'Reilly Factor" was a case in point. After winning the Democratic nomination in large measure because of his purported opposition to the war in Iraq, Obama has sought repeatedly to demonstrate to the US political establishment that he can be a credible commander in chief for American imperialism.

He told O'Reilly that he "absolutely" believed that the United States was engaged in a worldwide war against terrorism, including not only Al Qaeda and the Taliban, but "a whole host of networks that are bent on attacking America who have a distorted ideology."

Obama described Iran as a "major threat," and said it would be "unacceptable" to an Obama administration for Iran to possess nuclear weapons. "It would be a game-changer," he said, adding, "I would never take a military option off the table." He called for a more aggressive military posture towards Pakistan, the day after a major US military strike within that country.

But his starkest reversal came on Iraq, as O'Reilly pressed him to admit that the Bush administration's troop "surge," the escalation of the war by the addition of some 30,000 US combat troops, had been a success. Obama has sought to dance around the issue for months, but he finally embraced the surge emphatically on Thursday.

"I think that the surge has succeeded in ways that nobody anticipated," he said, adding, "It's succeeded beyond our wildest dreams." This demonstrates not only Obama's cringing submission to the pressure of the right wing, but a staggering degree of political blindness. Like Bush, Cheney, McCain and the rest of official Washington, Obama truly believes that US imperialism can, by military force alone, impose its will on the world. His only disagreement is with the Bush administration's obsessive focus on Iraq, which Obama and many other spokesmen for the military and foreign policy establishment believe has undermined US interests in other parts of the globe.

The Democratic Party is a capitalist party that defends the same social interests as the Republicans—the massive fortunes of the superrich financial aristocracy which is the real ruling force in American society. The Democrats play a specific role in the political division of labor: while the Republicans consistently and unabashedly uphold the rights of the wealthy, the Democrats pretend to represent working people, while ensuring that there is no challenge from below to the profit system.

This division of labor explains the half-hearted and spineless performance of the Democrats in the current presidential campaign. Obama, Biden & Co. are at pains to demonstrate that they will make no appeal to mass discontent that goes beyond what is acceptable to the ruling elite. The Democrats offer their services to the financial oligarchy to win at least a certain degree of mass support for the reactionary program that both parties fundamentally share.

Motorcyclist dies in Utah speed record attempt

SALT LAKE CITY, Utah (AFP) – A motorcyclist was killed after losing control of his bike at 385 kilometers (239 miles) per hour and crashing on Utah's famous Bonneville Salt Flats, authorities and reports said Thursday.

The American Motorcyclist Association said in a statement on its website that 49-year-old Cliff Gullett of Montana was killed in an accident during a time trial at the location, around 185 kilometers (115 miles) west of Salt Lake City.

The AMA said Gullett was competing in the 500cc class during a time trial speed racing event when his bike crashed. Reports said Gullett was aiming to set a record for the fastest two-stroke, two-cylinder motorcycle.

The Salt Lake Tribune cited police investigators as saying Gullett was travelling at 239 miles per hour before the crash.

The Bonneville Salt Flats have been used as a speed testing ground since 1896 and became famous in 1935 when British motorsport legend Malcolm Campbell broke the world land speed record at the site.

RDC: combats, manifestations, la paix semble "insaisissable" dans l'est

KINSHASA (AFP) — Nouveaux combats entre rébellion et armée, manifestations contre les Casques bleus, fermeture de poste-frontière, la tension monte dans l'est de la République démocratique du Congo, où, malgré la présence de l'ONU, la paix semble de plus en plus "insaisissable".

Des combats à l'arme lourde ont repris vendredi matin entre l'armée de la RDC (FARDC) et les éléments du chef rebelle tutsi congolais Laurent Nkunda dans le Nord-Kivu.

"Les positions de la 7e Brigade de l'armée ont été attaquées ce matin à Katsiru", à une centaine de kilomètres au nord-ouest de la capitale provinciale Goma, a affirmé à la presse le gouverneur, Julien Paluku.

Le Congrès national pour la défense du peuple (CNDP) de Nkunda a confirmé les combats, mais accusé l'armée congolaise de lancer les hostilités.

"Les FARDC nous ont attaqués tôt ce matin à Mweso et à Katsiru. C'était d'ailleurs prévisible car elles avaient, depuis deux jours, renforcé leurs positions", a affirmé à l'AFP Bertrand Bisimwa, commissaire politique du CNDP.

Vendredi matin, des renforts de la 14e Brigade des FARDC sont arrivées au port de Goma, a constaté l'AFP.

Ils ont été acheminés par bateau sur le lac Kivu depuis Bukavu, capitale provinciale du Sud-Kivu.

Ces combats reprennent après ceux du 28 août dans les collines environnant Rutshuru, à 50 km au nord de Goma.

Depuis, la tension n'est pas retombée.

En rétorsion, Kinshasa a décidé la fermeture du poste-frontière de Bunagana, frontalier avec l'Ouganda.

Ce poste-douanier important permet au CNDP, qui touche les taxes sur les marchandises, de se financer.

La Mission de l'ONU en RDC (Monuc) "s'est félicitée de cette courageuse décision", selon sa porte-parole à Kinshasa, Sylvie van den Wildenberg.

"Nous avons des informations selon lesquelles des groupes armés dont le CNDP s'approvisionnent par ce poste frontière. Fermer cette frontière c'est renforcer l'autorité de l'Etat", a-t-elle ajouté.

Mais les 14.000 Casques bleus de la Monuc sont de plus en plus pris à partie sur le terrain.

"Il y a des affrontements vers Katsiru. Nous avons envoyé des Casques bleus vers le lieu des accrochages mais des habitants ont jeté des pierres sur leurs véhicules", a indiqué vendredi à l'AFP le porte-parole militaire, le lieutenant-colonel Jean-Paul Dietrich.

Mercredi, des habitants de Rutshuru avaient violemment manifesté contre les Casques bleus, reprochant à la Monuc d'avoir demandé aux FARDC de se retirer de positions prises au CNDP.

Les Casques bleus ont dû tirer pour se dégager, blessant un manifestant.

Pour Sylvie van den Wildenberg les manifestants étaient "visiblement instrumentalisés".

Elle estime que "de tels actes, inacceptables, risquent de décourager ceux qui ne sont là que pour aider au rétablissement de l'autorité de l'Etat (...) au bénéfice des populations".

Les attaques contre la Monuc, qui tente de faire appliquer le désengagement prévu par l'accord de paix de Goma (janvier 2008), viennent aussi du gouvernement.

Ainsi la déclaration virulente jeudi sur la radio onusienne Okapi du ministre de la Défense Chikez Diemu: "Nous voulons que la communauté internationale s'assume, il faut qu'elle fasse son travail (...) Nous demandons qu'ils fassent pression sur les tireurs de ficelle qui arment les bandits".

Kigali est notamment accusé par ses détracteurs de soutenir Nkunda. Le génocide au Rwanda de 1994 a très vite débordé sur la riche région des Kivu, entraînant combats, insécurité, déplacements de population et pillages des ressources naturelles.

Les Etats-Unis sont aussi accusés, pour leur soutien à Kigali, d'entretenir l'insécurité dans la zone.

"Embrasement imminent à l'est", titrait vendredi le quotidien Le Potentiel.

Dossier : Fin de l'opération de récupération des corps du crash de Air serv

Tous les 17 corps des passagers de l'avion accidenté lundi soir de la compagnie Air Serv sont déjà arrivés à l'aéroport de Kavumu, à Bukavu. Acheminés par un hélicoptère de la Monuc, ces dépouilles sont accueillies par les responsables des agences onusiennes auxquelles travaillaient les victimes, ainsi que 3 médecins chargés d'identifier formellement les corps. Selon les sources onusiennes, ces corps sont actuellement stockés dans une chambre froide à Kavumu même, d'ou ils devront être envoyés dans leurs familles respectives, notamment à Kinshasa, Kisangani et Bukavu pour les victimes congolaises.

Lundi 01 septembre 2008, un avion beachcraft de la compagnie aérienne Air Serv, s'est écrasé en pleine forêt du parc de Kahuzi–Biega, à vol d'oiseau à 15 km de l'aéroport de Kavumu. Le vol, qui avait à bord 15 passagers et deux membres de l'équipage, a heurté le mont Kahuzi, à 10,000 pieds d'altitude, suite au mauvais temps. L'alerte sur la disparition de l'avion qui assurait la liaison Kinshasa – Kisangani – Bukavu - Goma, est parvenue en fin d'après midi, alors que l'obscurité empêchait des recherches efficaces. 

Mais, dès l'annonce de l'accident les ressources humaines et matérielles de la Monuc ont été immédiatement mobilisées pour faire des reconnaissances aériennes et récupérer les victimes et l'avion. Le lendemain, le Coordonnateur humanitaire et Représentant du programme des Nations Unies, M. Ross Mountain, est venu de Kinshasa à Kavumu pour rejoindre les experts de l'équipe « Search and Rescue », provenant de Goma. Avec lui, ce jour-là, un représentant de Air Serv et un de Ocha. 

Cinq sorties aériennes ont été tentée pour descendre sur le site de la catastrophe, mais chaque tentative restait vaine, à cause des mauvaises conditions météorologiques. Le mercredi 3 septembre, 21 membres du personnel de la Monuc, comprenant l'équipe des experts et de la Sécurité ont réussis à descendre sur le lieu du drame et à conduire les opérations. Un camp de rassemblement a été immédiatement mis sur place, grâce à l'aide de la Brigade du Sud Kivu. Pendant cette mission, les corps des 17 victimes ont été retrouvés. 

Les dépouilles ont été amenées au camp établi près du site, pour leur transport prochain vers l'aéroport de Kavumu. Dans la recherche, l'équipe de la Monuc a aussi trouvée la boite noire de l'avion, qui sera ramenée pour analyse des données. Le 4 septembre 03 corps ont été ramenés vers l'aéroport de Kavumu. Les opérations devraient se terminer demain jeudi 05 septembre avec l'enlèvement des 13 victimes restantes. Entre temps, le site est sous la garde des commandos de la Brigade du Sud Kivu. 

Pour rappel, cet accident d'avion a fait des victimes en majorité congolaise, toutes impliquées, comme leurs collègues internationaux, dans le secteur humanitaire : OCHA, PNUD, Handicap International - Belgique et Médecins sans Frontières - Hollande. Parmi les victimes, des membres du Parlement National, qui venaient à l'Est dans le cadre d'atelier sur la Gouvernance et la Paix. 
Une déclaration du Représentant Spécial du Secrétaire Général des Nations Unies, M. Alan Doss, au nom du Système des Nations Unies en RDC a été rendu publique le 03 septembre 2008. Cette déclaration informe que M. Doss a dépêché son Adjoint, M. Ross Mountain, afin de soutenir des opérations de secours et la communauté humanitaire. M. Alan Doss a aussi exprimé sa compassion et solidarité avec les familles des victimes. 
Selon les mots du M. Ross Mountain, la catastrophe « …est une des tragédies humaine qui affecte aujourd'hui la population congolaise. Nous nous efforçons de les combattre tous les jours et nous continuerons ensemble ».

Dialogue social : gouvernement et représentants des employeurs et des employés d'accord pour mettre fin à la crise

Après 10 jours de cogitation, les délégués du gouvernement, des employeurs et des travailleurs de la RDC se sont mis d'accord sur une série de recommandations dont l'application apaiserait la grogne sociale actuelle. C'est le résultat de la première session extraordinaire du cadre permanent du dialogue social (CPDS), une structure mise en place le mois dernier par le gouvernement pour faire justement face à la fronde dans le monde de travail congolais, rapporte radiookapi.net

Les travaux se sont terminés jeudi. Pendant une dizaine de jours, gouvernement, patronat et travailleurs congolais ont, à travers leurs représentants respectifs, passé au crible les points d'achoppement. La révision salariale, l'amélioration des conditions de retraitement et de recrutement, la réhabilitation des agents et fonctionnaires de l'Etat, le paiement des arriérés de salaire, tous ces sujets ont été passés au peigne fin, avec une série de recommandations destinées essentiellement au gouvernement et au parlement. Les délégués syndicaux des travailleurs qui ont pris part aux travaux demeurent cependant sceptiques quant à l'application de ces recommandations. «Notre crainte, c'est la non application des décisions consensuellement prises. Ça nous habite jusqu'au moment où nous commencerons à savourer les résultats des décisions que nous avons prises », a déclaré, à l'issue de la session, Kibiswa Kwaben, modérateur de l'intersyndical national du secteur étatique et paraétatique. 

Ces travaux se sont déroulés au moment où la RDC connaît une fronde sociale, notamment avec la grève de médecins et des enseignants, les diverses manifestations de réclamation d'arriérés de salaire dans certaines entreprises publiques, ainsi que la grogne au sein de la police et d'autres corporations professionnelles à travers le pays.

Luisha : bagarres entre travailleurs et employeurs chinois

Une bagarre a opposé, ce vendredi matin, employeurs et travailleurs de CIMCO, une entreprise minière chinoise basée à Luisha à près de 75 kilomètres de Lubumbashi. Pour s'attaquer aux travailleurs, les chinois se sont servis d'armes blanches. Trois travailleurs sont blessés. Parmi eux, deux ont eu leurs doigts amputés, indique radiookapi.net

Information confirmée, par la police nationale qui est arrivé sur place pour maîtriser la situation. La police affirme avoir réussi à récupérer une machette des mains des chinois. Les travailleurs de cette société observent une grève depuis ce vendredi. Selon l'un des grévistes, ils réclament la signature des contrats et l'augmentation des salaires.

Haut Uélé : la LRA tue, viole et détruit à Dungu

La commission diocésaine justice et paix de Dungu dénonce les exactions des éléments de LRA contre les civils dans ce territoire. Selon les rapports des enquêtes publiées le mercredi dernier par cette structure de défense de droit de l'homme, les rebelles de LRA tuent, pillent, violent les femmes dans plusieurs villages notamment à Duru, à Diabio et à Doruma à plus de 85 kilomètres deDungu centre. Ce rapport indique que plus de 9 personnes ont été tuées par ces rebelles et une cinquantaine d'autres enlevées depuis le mois de décembre 2007, rapporte radiookapi.net

Benoît Kinalegu, président de la commission diocésaine justice et paix de Dungu explique l'ampleur de ces exactions : « Il y a eu 8 cas de tueries, 8 hommes et 25 enlevés dont 11 filles et 9 femmes violées. Ce sont des cas seulement spectaculaires et nous n'entrons pas dans la systématisation de tout ce qu'ils ont commis comme gaffes et bévues dans notre territoire. Le éléments de LRA pillent la population et ils déshabillent même les femmes, ils fauchent des champs et détruisent tout ce qui est champ de façon à pousser la population à se déplacer et leur laisser le terrain libre »

Face à cette situation, la commission diocésaine justice et paix de Dungu demande l'intervention rapide du gouvernement pour protéger la population civile.

De nouveaux affrontements à la limite entre Rutshuru-Masisi

D'après le gouverneur du Nord Kivu, les éléments de CNDP de Laurent Nkunda ont attaqué les positions des FARDC ( armée nationale congolaise) tôt ce vendredi à Kastiru, près de Mweso, localité située à une centaine de kilomètres au nord de Goma, à la limite entre les territoires de Masisi et Rutshuru. Julien Paluku déplore cette reprise des affrontements et appelle les populations de cette zone au calme, rapporte radiookapi.net

Selon le gouverneur du Nord Kivu, les troupes de CNDP ont lancé leur attaque à 4 heures du matin sur les positions de la 7e brigade intégrée des FARDC basée à Katsiru, en secteur de Mwesso. Les combats se poursuivent encore dans la mi-journée, selon la même source.
Dans une déclaration faite sur la situation sécuritaire dans le Masisi et le Rutshuru, le gouverneur Julien Paluku déplore cette reprise des affrontements qui intervient un jour seulement après les assurances faites par le CNDP à la facilitation internationale de cesser les hostilités.
Julien Paluku appelle les populations de Mwesso et de Katsiru au calme. Il leur demande aussi de lever toutes les barricades qui entravent les mouvements des casques bleus de la Monuc. 

Un autre front existe à Kirotche, au sud de Masisi, à près 45 kilomètres de Goma où l'on signale une panique générale depuis jeudi, à la suite d'un déploiement d'une unité de la 14e brigade intégrée des FARDC dans cette région sous contrôle des Maï Maï-Cobra. La population garde d'une part un mauvais souvenir de cette brigade qui avait commis des exactions à son endroit dans un passé récent et d'autre part elle ne voit pas d'un bon oeil la proximité des trois forces en présence à savoir le CNDP, les Maï Maï et les FARDC, distantes de quelques kilomètres les unes des autres.

Le délégué des Etats-Unis rencontre le CNDP
Après avoir rencontré les autorités nationales à Kinshasa, Tim Shortley, le représentant des Etats-Unis au sein de la facilitation internationale dans le processus Amani a rencontré, jeudi à Kirolirwe, à une soixantaine de Kms à l'ouest de Goma, la direction politique et le haut commandement militaire du Congrès national pour la défense du peuple, CNDP. Une démarche qui vise à réduire les tensions et les menaces de guerre, notamment dans le territoire de Rutshuru où les FARDC et le CNDP se sont violemment affrontés le 28 août dernier causant la mort d'au moins une personne. A cause de ces affrontements, le CNDP avait suspendu sa participation au processus Amani, qui en est actuellement à l'examen des modalités en vue du désengagement des troupes sur le terrain. 

Pour le diplomate américain, après ces contacts, toutes les parties ont réaffirmé leur volonté de rester engagées dans le processus : « Le gouvernement et les autres groupes armés, tous ont exprimé leur soutien au processus de paix et donc, c'est ce qui convient de souligner au début, ils sont tous engagés. Les affrontements qui ont eu récemment à Rutshuru et qui nous préoccupent beaucoup, découlent du fait que les FARDC et le CNDP ont avancé au-delà des positions qui étaient tenues auparavant dans différents endroits… C'est engrenage qui a été provoqué de deux côtés. Ceci nous préoccupe énormément parce que nous craignons que les affrontements ne dérapent et n'augmentent. Ainsi nous souhaitons que la stabilité soit rétablie le plus rapidement possible »

SNCC : arrêt de travail pour le retour de Patrick Claes

Les travailleurs de la Société Nationale des Chemin de Fer du Congo,SNCC, sont descendus jeudi dans les rues de Lubumbashi au Katanga. Ils revendiquaient le retour de Patrick Claes administrateur délégué général de cette société. Pour exprimer leur mécontentement ils ont décidé d'arrêter le travail jusqu'à avoir gain de cause. 

Partis des installations de la SNCC, les manifestants sont dirigés vers le gouvernorat. Là, ils expliqué les raisons de leur marche à l'autorité provinciale. Celle-ci a indiqué qu'elle a reçu de M. Claes un texte dans lequel ce dernier lui signifiait sa démission sans trop de précisions. Toutefois, le gouverneur Moïse Katumbi leur a promis qu'il va contacter les autorités de Kinshasa pour en savoir plus.

Entre temps, la délégation syndicale s'est réunie et a pris la décision d'observer un arrêt de travail sur tout le réseau de la SNCC. C'est bien ce qu'explique Umba Ilunga, président national de la délégation syndicale et représentant du personnel au comité de gestion : « Nous demandons le retour immédiat de M. Claes. Qu'il vienne ne fût-ce que nous dire au revoir s'il a des problèmes. S'il est malade, qu'il vienne nous dire qu'il est souffrant et qu'on lui laisse le temps d'aller se faire soigner. Mais nous savons qu'il n'est pas malade ». Les effets de cette décision d'arrêt de travail se font déjà sentir. Le train à destination de Dilolo prévu pour jeudi a été annulé.

Pour rappel, M. Claes est à la tête de la SNCC depuis la dernière mise en place opérée par la ministre du Portefeuille après avis du Copirep. Son arrivée a suscité beaucoup d'espoir auprès des travailleurs. Ces derniers espéraient voir leurs conditions de travail améliorées ainsi que le paiement des arriérés de salaires entamé.

Arrêt de travail également de plus de 400 cheminots depuis hier à la SNCC/ Kindu au Maniema. Ces cheminots s'insurgent également contre la démission de M. Claes, directeur général de la SNCC. Ils voient ainsi s'envoler, tous les espoirs nés de la régularité des trains, et même de la paie des agents restés plusieurs années impayés pendant les quelques mois prestés par Class.

Ils voient ainsi s'envoler, tous les espoirs nés de la régularité des trains, et même de la paie des agents restés plusieurs années impayés pendant les quelques mois 
Dans une interview à radiookapi.net, Eric Peiffer, patron du groupe Vecturis, a rassuré que sa maison continuera le processus de stabilisation de la SNCC. Et malgré l'intention de Patrick Claes de se retirer de la gestion quotidienne de cette entreprise. Vecturis a déjà proposé un nom pour remplacer Claes depuis mardi. Mais c'est maintenant le Comité de pilotage pour la reforme des entreprises publiques, Copirep, qui n'accepte pas le départ du patron de l'ex-Sizarail, Société inter-régionale zaïroise de rail. 
Le Copirep demande à Patrick Claes de regagner son poste à la SNCC dans le meilleur délai en attendant les concertations.
Des concertations approfondies entre Vecturis et le gouvernement auraient dû précéder ce retrait pour éviter les remous sociaux.
Dans une lettre réponse au groupe belge, Ilunga Ilunkamba dit clairement qu'il ne marque pas son accord à ce départ. S'il ne s'agit-il pas d'une stratégie pour calmer les agents, la lettre est ferme et le départ de Claes pourrait entraîner une modification du contrat signé entre Vecturis et Copirep.
Et lui, Ilunga Ilunkamba n'est pas prêt à l'accepter présentement.

Les problèmes personnels qui ont justifié la décision de Patrick Claes sont en clair des problèmes de santé. De Bruxelles jeudi, Eric Peiffer, patron de Vecturis l'a confirmé a radiookapi.net. Bien qu'en retrait, Patrick Claes compte se charger des relations avec les bailleurs et travailler pour l'amélioration du réseau SNCC avec l'extérieur.
Pour Vecturis, c'est mieux d'effectuer le changement en ce moment qu'en plein programme. Mais le débat ne devrait pas concerner un homme, c'est la vie de toute une entreprise qui compte. Sur ce point, le gouvernement et le groupe Vecturis sont d'accord.

La ministère de portefeuille appelle les agents SNCC au calme et à la discipline. Pour Jeanine Mabunda, ce n'est pas au moment où cette entreprise se relance qu'il faut décourager sa clientèle. « Il n'y a pas de justification à la panique » estime la ministre.

La grève s'étend à Bukavu
Les agents de la société nationale des chemins de fer, bureau de Bukavu sont en grève depuis ce vendredi matin. Selon leur délégué syndical, Bisimwa Manyanya, ils solidarisent avec leurs collègues de Lubumbashi qui réclamant la réhabilitation dans ses fonctions de l'ADG Patrick Claes. Les grévistes disent craindre une mauvaise gestion et une chasse à l'homme au sein de ce service étatique après le départ du Belge. Contacté, le directeur provincial de cette société dit respecter pour l'instant la décision de la délégation syndicale. La SNCC/Kivu emploie quelques 450 agents, repartis à Bukavu, Goma et à Uvira.
A Goma, ces agents observent depuis ce venrdedi matin un arrêt de travail. Les activités portuaires sont paralysées et les bureaux restent fermés. Selon des sources syndicales, ces agents emboitent le mouvement de leurs collègues d'autres secteurs de SNCC à travers le pays.

A Mwene Ditu, les agents manifestent devant la mairie
Au Kasai-Oriental , les agents de la SNCC aussi manifestent en ce moment dans la ville ferroviaire de MueneDitu, à 130Km de Mbuji Mayi. Ils réclament le retour aux affaires de leur ADG, mais aussi le paiement de trois mois des arriérés de salaire afin de faire face à la rentrée scolaire en cours. Ils disent non au retour de ce qu'ils appellent mauvais gestionnaires au sein de l'entreprise. Pendant ce temps, le travail est aux arrêts et les installations de la SNCC/Muene Ditu sont désertes. Plus de 200 manifestants sont en ce moment devant la mairie de la ville Conséquences, plusieurs marchandises sont bloques sur la voie.
