Les Stupéfiants se servent de YouTube

La populaire émission Mythbusters, produite par la chaîne américaine Discovery Channel et diffusé au Québec sur Ztélé, prépare une émission spéciale inspirée des questions du public enregistrées sur une nouvelle chaîne YouTube.

Dans une émission diffusée hier à l'antenne du Discovery Channel, le duo d'animateur Adam et Jamie, de l'émission Mythbusters, (Les Stupéfiants, au Québec), ont fait appel au public pour la préparation d'une émission spéciale qui sera diffusée en 2009.

Pour cette émission, intitulée «Viral Myths», Mythbusters invite le public à soumettre un mythe sur YouTube que le duo d'animateur débusquera lors de l'émission spéciale. Ainsi le duo répondra peut-être à la question d'ansfav qui se demande si effectivement il est possible de réparer les égratignures d'un CD avec du dentifrice ou de EastCoastMythBusters qui croit que la dégradation du processeur d'un ordinateur est une conspiration des fabricants...

Le lancement de cette nouvelle chaîne YouTube marque également le lancement prochain de neuf nouvelles chaînes de Discovery sur le portail vidéo. Aussi, le mois prochain, Discovery -TLC lancera une chaîne dédiée à la série documentaire Miami Ink, LA Ink et London Ink.

Hundreds of Congolese civilians, enraged by violent incursions by Lord's Resistance Army (LRA) Ugandan rebels, attacked United Nations posts in the eastern Democratic Republic of the Congo (DRC) yesterday, wounding two UN peacekeepers.

The violence erupted during protests in Dungu, Orientale province, against LRA attacks which have uprooted thousands from their homes in many areas within a 90 kilometre radius of Dungu, the UN mission in the DRC (MONUC) said in a news release today.

Hundreds of demonstrators encircled the MONUC observation post, wounding two Blue Helmets from the Moroccan contingent and destroying equipment and material, it added. The crowd also destroyed and plundered the liaison office of the UN Office for the Coordination of Humanitarian Affairs (OCHA) and tried to raid the residence and offices of the territory's civilian administrator.

MONUC was sending a multidisciplinary team to Dungu today to evaluate the security and humanitarian situation following the displacement of thousands of people by the LRA attacks, as aid agencies fear more serious and massive human rights violations.

"The priority is to carry out fast preliminary investigations on the various violations, to identify the victims and to determine their number, and to collect testimonies of displaced persons around Dungu," MONUC said in a statement.

MONUC and the DRC army jointly deployed troops to Ituri and Orientale in August to protect civilians after LRA attacks. Since the mid-1980s, the LRA has waged war in northern Uganda against that country's government and became notorious for its abduction and use of child soldiers during the conflict.

Its fighters have often been based in neighbouring southern Sudan or in north-eastern DRC. The LRA and Uganda have recently signed several peace agreements, raising hopes of a comprehensive accord to formally end the entire conflict.

Panasonic: un nouveau portable Toughbook en 14 pouces de moins de 2 kg

A destination des professionnels nomades, Panasonic a présenté ses derniers ultraportables très résistants Toughbook, le CF-W8, le CF-T8 et le CF-F8. Si les deux premiers, dotés d'écrans 12,1 pouces, ne bénéficient principalement que d'une mise à niveau de leur processeur, le troisième, modèle à poignée, affiche des caractéristiques plus inédites pour un 14 pouces.

Les ordinateurs portables que vient juste de présenter Panasonic, le CF-W8, le CF-T8 et le CF-F8, ne sont certes pas "durcis" tels ceux conçus par exemple pour le monde militaire ou de l'industrie, et qui résistent à la poussière et aux projections d'eau, mais ils sont loin d'être fragiles !

Etiquetés Toughbook Executive, ils sont destinés aux cadres itinérants, aux architectes, avocats et autres professions libérales. Et ils doivent supporter des traitements pénibles: des chutes (testés jusqu'à 76 cm), des pressions équivalentes à des poids de 100 kg et des liquides renversés sur leur clavier. Ces exigences étaient déjà imposées à la série précédente.

D'ailleurs, le CF-W8 et CF-T8 qui ont des écrans de 12,1 pouces (1024 x 768 pixels) ne différent pas trop de leurs prédécesseurs. Leurs châssis n'ont pas changé. Mais leur processeur, identique aux deux, appartient maintenant à la plateforme Centrino 2 (avec la technologie vPro d'assistance à distance): ce sont des Intel Core 2 Duo SU9300 (1,2 GHz). La mémoire vive installée (DDR2 667) étant de 2 Go, et le disque de dur de 120 Go. L'autonomie annoncée par Panasonic est confortable puisqu'elle serait de 7,5 heures (selon les tests de Mobile Mark 2007). Le W8 a un poids de 1,280 kg. Alors que le T8, son équivalent à écran tactile et sans lecteur optique, pèse légèrement plus lourd avec 1,385 kg.

Un modèle 14 pouces, à poignée et d'à peine 1,6 kg

Le troisième ordinateur, le CF-F8 est plus lourd. Mais avec seulement 1,66 kg, il serait actuellement, d'après Panasonic, l'ordinateur portable disposant d'un écran 14,1 pouces et d'un lecteur optique le plus léger de sa catégorie. Et semi-durci de surcroît. Son écran est plus large, avec sa résolution de 1280x800 pixels, Panasonic affirmant qu'il répond ainsi aux demandes des utilisateurs. Le processeur est plus puissant aussi: c'est un Intel Core 2 Duo SP9300 cadencé à 2,26 GHz.

 

Particularité du CF-F8, il a une poignée, tout comme en possédait le modèle durci CF-30. Cette machine pourra ainsi se porter comme une mallette. Le constructeur affirme que sa poignée répond aux mêmes exigences de robustesse que celle du CF-30. Le F8 devrait être disponible en six couleurs, au prix de 2060 € HT à partir de novembre. A cette date devraient également être disponibles le W8 à 1815 € HT, ainsi que le T8 à 1935 € HT. En option, les trois pourront disposer d'un module 3G+ intégré.

Affrontements entre rebelles et soldats en Somalie, neuf morts

MOGADISCIO (Reuters) - Des échanges de coups de feu et des tirs de mortier entre des rebelles islamistes et des soldats somaliens ont fait neuf morts à Mogadiscio, selon des témoins.


Les rebelles ont tiré des obus de mortier sur l'aéroport de la capitale après l'atterrissage d'un appareil de ravitaillement du contingent de maintien de la paix de l'Union africaine, a déclaré un employé de l'aéroport.

Les soldats somaliens et leurs alliés éthiopiens postés près du palais présidentiel ont alors riposté et touché des quartiers d'habitation, rapportent des témoins selon qui neuf personnes ont été tuées et 10 autres blessées.

"Un obus de mortier a tué six civils sur le marché de Bakara", a dit un habitant. Trois hommes sont morts et six personnes ont été blessées dans un autre tir qui visait le village de Bermida, a précisé un autre témoin.

Début des commémorations au Sénégal, 6 ans après le drame

Les commémorations du naufrage du ferry sénégalais Le Joola, qui a fait plus de 1.800 morts le 26 septembre 2002, ont débuté au Sénégal avec des prières dans le "cimetière des naufragés" de Mbao, dans la banlieue de Dakar, a constaté une journaliste de l'AFP.

Plusieurs dizaines de personnes, essentiellement des familles sénégalaises et françaises de victimes, assistaient sous une pluie battante à des prières organisées par un imam et un prêtre.

"Avec la bénédiction de Dieu, cette affaire refait surface alors que tout le monde voulait l'enterrer", a lancé un des représentants des familles des victimes, Idrissa Diallo, lors d'un bref discours d'ouverture des cérémonies.

Le naufrage du ferry sénégalais, le 26 septembre 2002 au large de la Gambie alors qu'il reliait Ziguinchor (Casamance, sud du Sénégal) à Dakar, avait fait plus de 1.800 morts, parmi lesquels 22 Français.

Des dépôts de gerbes sont également prévus dans l'après-midi à Dakar, ainsi que des prières à Ziguinchor.

Ces commémorations coïncident avec un bras de fer inédit engagé entre les justices française et sénégalaise.

Le 12 septembre, un juge du tribunal d'Evry (région parisienne) Jean-Wilfrid Noël avait délivré neuf mandats d'arrêt internationaux contre de hauts dignitaires sénégalais, dont l'ancien Premier ministre Mame Madior Boye, pour leur responsabilité présumée dans le naufrage.

Applaudie par les familles des victimes, cette décision avait provoqué la colère des autorités sénégalaises qui avaient aussitôt demandé l'annulation de ces mesures et menacé la France de "réciprocité".

Le Sénégal a annoncé jeudi avoir lancé le 22 septembre un mandat d'arrêt international contre le juge d'instruction français, accusé de "forfaiture et actes de nature à jeter le discrédit sur les institutions" sénégalaises.

Parlement : débat sur l'accord de Cotonou à l'Assemblée nationale, plénière annulée au Sénat

La 1ère plénière de l'Assemblée nationale ce vendredi a accueilli des ministres du gouvernement du 1er ministre démissionnaire. De son coté, le Sénat n'a pas tenu sa plénière qui devait recevoir certains membres de ce gouvernement. Pour le sénat, ce gouvernement n'assure que les affaires courantes.

Les ministre et vice-ministre des Finances et du budget, celui en charge des Relations entre le parlement et le gouvernement, ainsi que celui des Affaires étrangères ont été invités par l'Assemblée nationale. Il s'agissait pour eux d'expliquer et de motiver la pertinence de la ratification de l'accord de Cotonou révisé. Une fois ce projet de loi adopté et promulgué, la RDC pourrait bénéficier d'apports financiers et matériels accordés par la communauté européenne.

A la chambre haute du parlement, par contre, la plénière de vendredi a été annulée. Cette séance invitait les ministres de la Défense, de l'Intérieur et celui des Affaires humanitaires à donner des éclaircissements sur la situation dans les Kivu. Ils devaient aussi s'expliquer sur l'insécurité causée par les LRA et les Mbororos dans la Province Orientale. Pour les sénateurs, ces questions d'actualité pouvaient inciter le gouvernement à renforcer ses efforts de sécurisation des populations victimes.

Selon des sources proches du bureau du Sénat, la démission du premier ministre Antoine Gizenga figure parmi les raisons de l'annulation de cette plénière. Un gouvernement démissionnaire ne peut prendre des décisions aussi délicates, précisent ces sources.

Il faut par ailleurs signaler qu'au cours de la plénière de la chambre basse du parlement, l'assemblée s'est engagée à envoyer une mission de compassion en Province Orientale. Cette mission vise à consoler les victimes des exactions commises par les LRA et les Mbororos. L'Assemblée nationale a aussi tenu à dissiper le malaise au sein de son bureau. Malaise lié à l'exposition de la vie privée de certains de ses membres.

L'incendie est survenu la nuit de jeudi dans la commune annexe. Tous les mobiliers de la maison ainsi que les animaux domestiques ont été calciné. Pour l'instant l'on ne connaît pas l'origine de l'incendie car, indique le bourgmestre, il n'y avait ni courant électrique ni bougie allumé. Il déplore cette situation qui survient au lendemain de sa nomination, radiookapi.net

Dungu : la Monuc et le gouvernement provincial au secours des victimes des LRA

Goma : poursuite des hostilités, le CNDP occupe Rwanguba

La situation sécuritaire dans la province du Nord Kivu a été marquée vendredi par la poursuite des hostilités entre les troupes du CNDP de Laurent Nkunda et FARDC. Selon une note d'information de la Monuc, la localité de Rwanguba, à près de 6 kilomètres de Nyanzale, est occupée par les troupes du CNDP, rapporte radiookapi.net

Toujours selon la même source, des tirs soutenus ont aussi été rapportés dans cette localité ainsi que dans les zones de Buranda, Mushango et Rujebeshe. La localité de Kabizo, investie par FARDC jeudi, est repassée sous contrôle du CNDP vendredi.

Dans sa note d'information, la Monuc signale poursuivre ses activités de sensibilisation sur le terrain avec les militaires directement impliqués dans ces opérations, dans le but de faire respecter le cessez-le-feu. Les FARDC continuent d'occuper les localités de Bambo, Butare, Buranda et Mashango à l'intérieur des zones précédemment occupées par le CNDP.

Par ailleurs, la Monuc note avec satisfaction le retrait effectif des FARDC des localités de Ntamugenga et Mutabo dans le territoire de Rutshuru, tel que prévu par le plan de désengagement.

Kinshasa : « Marco Polo », une margarine jugée impropre à la consommation

Selon les normes de contrôle de l'Office congolais de contrôle, une margarine portée à une température de 36 ou 37 degré Celsius devrait fondre. Ce qui n'est pas le cas avec la margarine précitée qui, même jusqu'à 100 degré, ne fond pas. Comment cette margarine importée du Brésil a pu se retrouver sur le marché malgré la déclaration de l'OCC, s'interroge radiookapi.net

Une note interne de l'Office congolais de contrôle parvenue à radiookapi.net déclare que cette margarine présenterait un danger sur la santé du consommateur. Le même document atteste que lors des essais de fusion, elle n'a fondu ni dans l'eau bouillante, ni dans l'acide chlorhydrique, quelle que soit sa concentration.

Selon le chef du service marketing adjoint de l'OCC, Franck Mukanya, l'importateur était tenu de ne pas commercialiser son produit avant le résultats des études : « Il est prévu qu'au moment du débarquement l'office prélève un échantillon, et que l'importateur attende les résultats des essais en laboratoire, même s'il a été contrôlé à l'embarquement. Ce qui n'est pas le cas pour cette importation. Nous constatons que la marchandise a été dédouanée à Matadi. Elle est arrivée ici en libre pratique, avec en principe l'obligation de demeurer en consignation jusqu'à la sortie des bulletins d'analyse. Malheureusement, voilà qu'il est déjà sur le marché. »

Le responsable des établissements Pano, importateur de la margarine Marco Polo en RDC, affirme qu'un seul de ses containers a été déclaré impropre à la consommation. Aussi, précise-t-il, le lot déclaré dangereux était retenu à l'OCC pour destruction. Pour M. Zena, la margarine Marco Polo trouvée sur le marché n'est pas concernée par le lot jugé impropre à la consommation. Face à ces deux sons de cloche, un flou persiste quant à la qualité du lot commercialisé actuellement.

Masisi : nouveaux combats entre FARDC et CNDP à Kasake et Kamatare

Des éléments FARDC et CNDP se sont combattus ce samedi matin à Kasake et Kamatare près de Ngungu, à environ 100 kilomètres au Sud de Goma, dans le territoire de Masisi. Les dirigeants du CNDP accusent les FARDC de Numbi au SudKivu d'avoir attaqué leur position. Mais, les responsables FARDC à Goma disent ne rien savoir de ces combats.

C'est vers 5 heures locales que des combats ont éclaté entre FARDC et CNDP à Kamatare et Kasake, indique le rapporteur du bureau politique du CNDP. Pendant près de 2 heures, les FARDC ont tenté de reprendre le contrôle de cette zone, affirme la même source. Pour l'instant, le calme est revenu sur place. Le CNDP dit avoir repoussé les FARDC et tient toujours le contrôle de ces deux localités.

Pourtant, les dirigeants FARDC nient toute implication de leurs troupes dans ces affrontements. S'il y a des combats, il ne peut s'agir que de ceux opposant le Pareco au CNDP, indique la même source. De son côté, le PARECO ne confirme aucun affrontement entre ses hommes et ceux de Laurent Nkunda.

La localité de Kasake, situé à 10 kilomètres de Ngungu, est contrôlée par deux forces : le CNDP occupe le centre de Kasake et le Pareco, les alentours. D'autre part, dans le territoire de Rutsuru, un calme relatif continue à régner dans la région de Tongo après les violents combats de vendredi entre FARDC et CNDP. Bertrand Bisimwa du CNDP reconnaît que les FARDC occupent toujours les localités de Kabizo, Butare et Tongo, situés à 60 kilomètres au Nord de Goma, conquises à la suite de ces affrontements.

Kindu : grève des infirmiers, 11 morts déjà

A l'hôpital général de référence de Kindu, les professionnels de santé et agents administratifs ont décidé vendredi de durcir leur mouvement de grève. Ils ont supprimé le service minimum. Conséquences, 11 morts ont déjà été enregistrés depuis le début de cette manifestation, constate radiookapi.net

Le durcissement de la grève fait suite aux résolutions prises à l'issue d'une assemblée générale du Syncas, syndicat national des cadres et agents de santé. Plusieurs malades internés dans cette structure ont vidé les salles faute de soins.

La situation est très préoccupante à l'hôpital général de Kindu. Seuls les médecins s'occupent des malades encore sur place. Ce samedi matin, l'ONG Merlin, qui appuie les professionnels de santé en médicaments et primes, se dit touché par cet état des choses. Plusieurs salles se sont vidées de leurs pensionnaires faute de traitement. On y remarque aussi des cas de vol de matelas et autres. Face à cette situation, l'ONG Merlin préfère servir le personnel soignant en quantité réduite de médicaments pour éviter le pire.

Selon le médecin directeur, certains malades qui veulent se faire examiner sont découragés par le personnel en grève. Ils leur disent que cette structure sanitaire n'est plus appuyée par Merlin. Les professionnels comptent maintenir la pression pour que leurs revendications soient prises en considération, soient l'augmentation et la paie de nouvelles unités de la prime de risque et l'uniformisation des salaires.

Bunia : confirmation de la charge contre Gervain Katanga et Mathieu Ngundjolo

La chambre préliminaire I de la cour pénale internationale, CPI, a confirmé la charge contre Mathieu Ngujolo et Germain Katanga. Ces deux leaders des anciens groupes armés de l'Ituri sont accusés pour utilisation d'enfants de moins de 15 ans dans des hostilités et attaques contre la population civile en 2003 dans le village de Bogoro, à environs 25 kilomètres au sud de Bunia. Cette décision a été rendue publique vendredi dans une note publique de la CPI, rapporte radiookapi.net

Boende : 18 cas de Monkey pox, dont 5 morts, en deux mois

La variole de singe appelée Monkey Pox fait des victimes dans la zone de santé de Boende. Une dizaine de cas sont enregistrés. On déplore déjà 5 décès. Selon les populations concernées, c'est depuis plus de deux mois maintenant que la maladie fait rage dans cette zone de santé. Elles accusent les autorités sanitaires d'inertie et d'indifférence. Mais, pour sa part, l'OMS indique que l'information vient seulement de lui parvenir. EXECUTIVE SUMMARY AND RECOMMENDATIONS

North Kivu is again a crucible of conflict in Congo. Since fighting resumed between the insurgents of Laurent Nkunda and the national army in December 2006, over 370,000 civilians have been displaced in the province. Due to the failure of the latest attempt to integrate Nkunda's troops into the army, the crisis has become much worse since May 2007. UN attempts to impose a ceasefire and appoint a special envoy to mediate have failed. President Joseph Kabila's 15 October decision to suspend offensive operations and his subsequent call on all Congolese armed groups in the region to present themselves for disarmament or army integration is welcome but fighting continues, and there is no real dialogue with Nkunda. A comprehensive initiative needs to be launched urgently to de-escalate the crisis and address the root causes of the conflict.

This new crisis results from failures of the Congo peace process on army integration, economic governance and transitional justice. During the second half of the political transition – which formally ended with the election of President Kabila and a new legislature in 2006 – a policy of containment, appeasement, and international emphasis on the holding of elections cooled tensions but left their causes unaffected. The province remained in effect split into two pieces, with Masisi and Rutshuru territories caught in a cold war between dissidents from the former Rwandan-backed rebel group, the Congolese Rally for Democracy (RCD), and the national army (FARDC). Little progress was made on disarmament and reintegration of Mai Mai militias or repatriation of the Rwandan Hutu (FDLR) rebels. The illegal exploitation of natural resources continued unabated as all communities armed, animated by deep mutual resentments over land security, mass human rights abuses during the war and control of natural resources.

The 2006 national and provincial elections liquidated politically the RCD. Strengthened by his election, Kabila held discreet talks with Nkunda, facilitated by Rwanda, and concluded an agreement for the progressive integration of Nkunda's troops into the regular armed forces, a process locally known as mixage, with the understanding that they would not have to leave the province until the general security situation improved significantly. But neither Nkunda nor Kabila was able to contain their hardliners opposed to the settlement.

Afraid to become the victims of revenge killings and lose everything they had illegally acquired during the war, Goma-based Tutsi leaders accused Nkunda of betrayal and threatened to stop supporting him. Kabila's hardliners attacked him over the perceived preferential treatment given to the Tutsi in the army integration process and used the public outcry over the massive human rights violations and displacement of civilians caused by the operations against the FDLR to undermine the agreement's legitimacy. Mixage collapsed in May 2007, leading to new escalation.

So far, the crisis has not jumped the border to draw in Rwanda. Both Kinshasa and Kigali have shown restraint and chosen to continue with regular consultations. However, on the ground, there is combat; the humanitarian situation is appalling; neither side has a good prospect of military success; and escalation continues to carry the risk of destabilisation of the wider region.

To compensate for the national army's weakness, Kabila has been trying to co-opt the UN mission (MONUC) into his operations, a move the UN should continue to resist lest it be caught in the crossfire between Nkunda and the FDLR. The international community should encourage Kabila to suspend his military offensive and launch a comprehensive peace initiative for North Kivu, aimed first at de-escalating the conflict and improving the general security environment in the province, then addressing the core issues related to restoration of state authority such as regulation of the exploitation of natural resources, return of refugees and a transitional justice process facilitating community reconciliation. A prolonged deadlock would inevitably result in further displacement of civilians and increased risk of ethnic cleansing and revenge killing on both sides.

Over the past three years, ending the North Kivu conflict has been repeatedly postponed in favour of efforts to consolidate the transition and secure Kabila's election. But North Kivu has been the epicentre of Congo's violence since the conflict began more than fifteen years ago. Now is the time to address this major gap in the Congolese transition and end a crisis which is producing immense suffering and continues to carry wider risks for Congo and its neighbours.

RECOMMENDATIONS

To the Government of the Democratic Republic of the Congo:

De-escalating the crisis and improving security

1.  Suspend offensive action against Nkunda's troops, adopt a containment strategy and appoint a respected senior military officer to lead a special task force (made up of officers from the Military Integration Structure (SMI) and National Disarmament Program (PNDDR), as well as MONUC military observers) to discuss with Nkunda's representatives modalities for assembling his troops in designated areas of Masisi and Rutshuru territories under MONUC supervision.

2.  Proceed, with MONUC, to establish a weapons-free zone, disarm new militias and former members of the Local Defence Forces (LDF), conduct operations to reassure internally displaced persons (IDPs) and secure mines and trade routes that are the Mai Mai and FDLR's main revenue sources.

3.  Discipline rogue national army (FARDC) and Mai Mai (PARECO and FAPL) combatants engaged in active collaboration with the FDLR and inciting ethnic hatred against Tutsi communities.

4.  Revive the joint verification mechanism with Rwanda and patrol the border intensively with MONUC to deter the infiltration of armed elements and illegal immigration into the province.

5.  Develop a plan with Rwanda and MONUC to isolate and capture the genocidaire leaders among the FDLR and offer resettlement in the Congo or reintegration into the Rwandan army to those who were not involved in the genocide and are willing to demobilise.

6.  Hold a roundtable with local communities, provincial authorities and national representatives to set clear guidelines for the allocation of posts within the provincial administration, to map out a consensual process for the disarmament of all communities and to adopt a code of conduct for political activities in the province.

Dealing with root causes

7.  Establish a land commission, composed of provincial authorities and representatives of all communities, mandated to review title deeds and recommend practical measures for the redistribution and re-allocation of estates and ranches in Masisi and Rutshuru so as to reinstall/reinsert landless IDPs and refugees, improve inter-communal relations and prevent renewed disputes.

8.  Negotiate and implement with the UN High Commissioner for Refugees (UNHCR) and Rwanda a tripartite agreement for repatriation of Congolese refugees from Rwanda, including a nationality verification process and issuance of voter cards to eligible persons before planned local elections.

9.  Encourage the provincial authorities, concerned communities and refugee associations to carry out with UNHCR sensitisation campaigns in order to reduce inter-communal tensions and prepare the peaceful resettlement of refugees and IDPs.

10.  Submit a draft law to the national legislature, based on the Office of the UN High Commissioner for Human Rights (OHCHR) investigation into mass crimes committed in Congo since 1993, to create a truth and reconciliation commission and a vetting process for screening out the worst human rights abusers from the police, armed forces and intelligence services.

11.  Improve economic opportunity and control and exploitation of mineral wealth in North Kivu by:

(a)  strengthening agencies responsible for tax collection and supervision of mines;

(b)  ensuring that the review of mining contracts granted during the war that has begun in Kinshasa includes concessions granted in the province; and

(c)  consulting with the Congolese Federation of Enterprises (FEC) of North Kivu over best ways to open up and regulate the economy.

To the Prosecutor of the International Criminal Court:

12.  Investigate atrocity crimes committed in the Kivus since June 2003 and prosecute those most responsible.

To the UN Mission in Congo (MONUC):

13.  Establish joint monitoring teams with the national army to control troop movements around designated assembly areas for Nkunda's forces, and obtain agreement, in return for food and other logistical support, to assign military advisers to integrated brigades deployed in North Kivu to help commanders mentor troops and prevent human rights abuses.

14.  Support joint operations with the national army to create weapons-free zones, control main communication routes and aggressively contain and disarm the FDLR in Masisi, Walikale and Rutshuru.

To Major Donors, including the U.S., UK, France, South Africa and Belgium:

15.  Provide technical advice and funding for the land redistribution commission in North Kivu and to improve state agencies' capacity to collect taxes and prevent smuggling, and fund the OHCHR program to map mass crimes committed in the Congo since 1993.

Thailand: Calming the Political Turmoil

OVERVIEW

Street protests are threat­ening to bring down the government led by the People Power Party (PPP) just nine months after it won a decisive victory in general elections. Clashes between pro- and anti-government protesters have left one dead and 42 people injured. Mass action is hurting the economy, including the lucrative – and usually sacrosanct – tourism industry. The replacement of Samak Sundaravej with Somchai Wongsawat as prime minister is unlikely to defuse tensions. The immediate need is to restore the rule of law and authority of the government – not because it is perfect, but for the sake of stability and democracy. In the medium and longer term, the priorities must be to resolve political differences through democratic processes and to address the root causes of the current divisiveness, including the gap between the urban rich and the rural poor. Overthrowing the government – by street protesters or a military coup – will do nothing to resolve the political polarisation that is tearing Thailand apart.

The coalition of oppo­sition forces in the People's Alliance for Democracy (PAD) demanded that Samak, whom it views as a puppet of ousted Prime Minister Thaksin Shina­watra, step down. When he refused, the Constitutional Court disqualified him from office on a supposedly unrelated allegation of conflict of interests. However, the confrontation is far from over. The PAD has said that it opposes any leader from the six-party coalition government and is continuing its campaign of mass action, including by illegally occupying Government House. The rivalry reflects a deep polarisation between forces that favour and oppose Thaksin – the former supported by the rural poor in the North and North East, and the latter bringing together the royalist establishment, Bangkok middle classes, the military, intellectuals and some pro-democracy activists.

Whatever the govern­ment's failings, it would be a serious blow to Thai democracy if it were forced out by extra-constitutional action, in clear violation of the wishes of the majority of the electorate, expressed as recently as December 2007. The Bangkok elite may not like the PPP-led government, but the majority have spoken clearly and repeatedly. Their democratic aspirations deserve respect. 

Complaints of govern­ment incompetence or malpractice can and should be pursued through democratic and constitutional means, in­cluding the courts and parliament. But the PAD's proposals for a "new politics" – essentially a reversion to government by the elite, with only 30 per cent of parliamentarians elected – is profoundly anti-democratic and a recipe for dictatorship. Even the current constitutional settlement – imposed by the military government last year – gives the courts and bureaucracy too much power to thwart and undermine an elected government for relatively minor failings. Samak has already been disqualified from office for an offence which in most countries would be regarded as trivial, and the future of the PPP-led government is under nearly as much threat in the courts as from the streets.

The political crisis raises the spectre of another military coup, which would be the eleventh since 1932 and the second in as many years. But, as in 2006, a coup will solve nothing, and would be a blow to Thailand's fragile democracy. A return to military or elite rule should worry the international community, especially within the region as Thailand is often a bellwether for the state of democracy there. The current tur­moil is undermining its chairmanship of the Association of Southeast Asian Nations (ASEAN).

A political and constitutional solution is urgently needed. The cycle of political crises in Bangkok is diverting attention from other key issues including the stumbling economy, the in­surgency in the South and Thailand's relations with its neighbours, particularly Cambodia.

If Thailand is to step back from the brink of further political chaos, several actions are required:

  • All parties should commit to resolving their differences through peace­­ful and democratic means.
  • Senior establishment and army figures should cease sending mixed signals and make clear their support for Thailand's elec­ted government and the rule of law.
  • The PAD should respect the rule of law and cease its illegal occupation of Government House, and the nine PAD leaders for whom arrest warrants have been issued should surrender.
  • Army leaders should negotiate with the PAD to end the occu­pation and remove the protesters, emphasising that the PAD's legitimacy is undermined by its failure to respect the rule of law. The negotiations should be backed by graduated steps by the police – short of force – to end the occupation. If those techniques are exhausted but protesters remain and the negotiations stall, the police should make plans to evict them, if they are sure it can be achieved without bloodshed.
  • A consultative and inclusive process should be instituted to amend the military-imposed constitution with the aim of finding a balance between giving the exe­cutive sufficient power to govern and ensuring effective checks and balances.
  • The international com­munity – including Thailand's ASEAN partners – should make clear to all parts of the Thai elite that another coup would meet with international condemnation, and that it would not continue to do business as usual with a government which came to power in such circumstances. ASEAN countries should emphasise the discredit which such a development would bring on the association at a time when Thailand holds the ASEAN chair.

Kenya : une réforme électorale est nécessaire
 
Le scrutin avait été entâché par des intimidations systématiques et de fraudes.

Si entretemps un accord de partage du pouvoir a été conclu aujourd'hui il paraît difficile de dire qui a vraiment gagné.

C'est le constat du rapporteur de l'enquête, Johann Kroegler, un juge sud africain qui a remis le rapport à l'ancien secrétaire-général des Nations-unies.

Koffi Annan, médiateur dans la crise avait réussi après des semaines de négociations à faire aboutir les négociations sur un partage du pouvoir et la mise en place d'une commission d'enquête sur les violences était l'une des conditions de l'accord.

Le bilan des violences a été très lourd: 1500 morts et six cent mille déplacés.

Ce sont les pires violences que le pays a connues depuis l'indépendance.

Le juge Johann Kroegler, qui a présidé la commission d'enquête, souligne que du début à la fin le processus électoral a été faussé:
les listes électorales étaient défectueuses
un quart des personnes en âge de voter n'avait pu s'inscrire notamment des femmes et jeunes
le découpage des circonscriptions favorisait le parti au pouvoir (tandis qu'une circonscription avait 250000 électeurs, une autre n'en avait que 14 000).

Il conclut que le recours à la violence aux dernières élections a été la norme : "pour les autorités il s'agissait d'un test de loyauté, pas l'expression d'un choix démocratique.

La commission recommande de réviser le code électoral, les listes et la composition de la commission entre autres.

Mais avant tout c'est surtout un changement de culture politique qui sera nécessaire pour avoir un régime démocratique au Kenya, a-il estimé dans une interview à la BBC.

Les autorités bancaires belges au chevet de Fortis

Le groupe bancaire et d'assurances, numéro un en Belgique, tente de rassurer face à des rumeurs insistantes concernant sa solvabilité.

Les autorités bancaires belges travaillent samedi 27 septembre à des solutions concernant la crise de confiance traversée par le groupe bancaire et d'assurance belgo-néerlandais Fortis. Malgré les démentis officiels, la première banque de Belgique fait face à des rumeurs insistantes concernant sa solvabilité.
Des responsables des grandes banques belges, du superviseur financier CBFA et de la banque nationale des Pays-Bas vont ainsi tenter de trouver ensemble une solution, affirme le journal belge De Tijd. "Il faut qu'une solution durable soit trouvée dans les prochains jours", a indiqué une source anonyme, au quotidien économique néerlandophone.

Rebondissement d'ici lundi

Vendredi, en pleine crise financière, le groupe a annoncé le départ d'un deuxième patron en moins de trois mois, après avoir tenté en vain de rassurer les marchés en se disant prêt à vendre 5 à 10 milliards d'euros d'actifs. Au cours de clôture de ce même jour, Fortis ne valait plus en Bourse que 13 milliards d'euros, un tiers de sa capitalisation de fin 2007, après que le titre eut perdu plus de 20 % de sa valeur. D'après De Tijd, toutes les personnes impliquées dans le dossier sont en "stand-by" ce week-end, et le dossier pourrait connaître des rebondissements d'ici lundi 29 septembre.
Un des scénarios possibles est le rachat de Fortis par un autre groupe financier. Parmi les noms qui circulent: la française BNP Paribas, la néerlandaise ING, l'espagnole Santander (déjà actionnaire de Fortis), l'allemande Deutsche Bank ou encore la britannique HSBC. La porte-parole du groupe n'a pas souhaité confimer ces hypothèses estimant qu'il était encore "un peu trop tôt".

PM's Libya stance branded a 'disgrace'

A LABOUR MP said it was "pathetic" that Prime Minister Gordon Brown put Britain's relationship with Libya ahead of seeking justice for IRA victims killed and maimed by Libyan weaponry.

Responding to a letter from the Prime Minister to lawyers acting for IRA victims, Andrew MacKinlay, a member of the Westminster Foreign Affairs Committee, said Mr Brown's response was a disgrace.

In the letter, seen by the News Letter, Mr Brown said he was unwilling to seek compensation for victims of IRA terrorism – despite the American government securing compensation for American victims.

In the letter, Mr Brown said that he would not be taking the matter up with the Libyan government, seemingly arguing that it could jeopardise Libyan cooperation in the fight against terrorism.

Mr Brown wrote: "You raised the possibility of direct UK-Libya negotiations to settle these cases, and I would like to explain why the UK Government does not consider this to be appropriate.

"In recent years, our relationship with Libya had been fundamentally transformed.

"They are an essential partner in the fight against terrorism and it is in the UK's interests for this cooperation to continue.

"Furthermore, as you know, Libya has answered questions about its involvement with the IRA to the satisfaction of the UK Government."

Mr Brown went on to argue that the Government was helping victims of terrorism by appointing four victims' commissioners.

But last night Mr MacKinlay, who raised the issue with Foreign Secretary David Miliband after reading a News Letter article while in the Province, said the Government was failing terror victims.

"I think it's a pathetic response," the Thurrock MP said, claiming the Foreign and Commonwealth Office had "totally mis-read the situation".

Victims' campaigner Willie Frazer said it was a disgrace that the Government was abandoning IRA victims, while claiming it was doing so to help the fight against terrorism.

The FAIR director, who has been working to see Libya prosecuted for supplying the IRA with explosives and weapons, said: "Gordon Brown is saying that Libya are their friends and don't want to do anything against them. Are we not British subjects? Do we not count in all of this?

"If Libya wants to be our friend, it has to be held accountable for its actions. He is letting them away with mass murder – it's like any murder case, if you supplied the weapon you get 20 years in jail the same as the guy who pulled the trigger."

And Mr Frazer, who led a protest to the American embassy in Dublin on Monday, vowed that the fight for justice was far from over.

"The fight is only starting," he said.

"But this is an insult to the victims. Mentioning the four victims' commissioners, who are not even accepted by many victims: What has that got to do with Libya?"

Le nouveau président affronte de lourds défi

L'Afrique du Sud, secouée par une crise sans précédent à la suite de la démission forcée du président Thabo Mbeki, était vendredi soulagée par la célérité de la prise en main du nouveau chef de l'État, Kgalema Motlanthe , qui a formé la veille son gouvernement, à peine élu.

Mais l'inquiétude persistait sur la capacité de M. Motlanthe à diriger le pays sans être prisonnier des luttes internes qui déchirent le parti au pouvoir, le Congrès national africain (ANC).

S'y ajoutent les défis posés par l'immense pauvreté de près de la moitié de la population, les ravages de la pandémie de sida dans l'un des pays les plus affectés au monde, et la dégradation des systèmes de santé et d'éducation.

Dès vendredi, la confédération syndicale Cosatu a appelé à la mise en œuvre rapide d'une réorientation sociale décidée lors du congrès de l'ANC, en décembre 2007, qui avait renversé la direction de M. Mbeki au profit de l'aile gauche menée par Jacob Zuma, inaugurant une période de tensions entre le parti et le gouvernement.

"Le Cosatu fait confiance à Mkhuluwa ("Grand Frère", surnom respectueux de M. Motlanthe) pour guérir l'alliance gouvernementale divisée" entre l'ANC, les syndicats et le Parti communiste, a affirmé vendredi son président Sidumo Dlamini, allié du chef de l'ANC.

Et de presser le nouveau président d'accélérer la lutte contre la pauvreté, de réorienter la réforme agraire post-apartheid au profit des petits paysans noirs et d'aménager la politique de discrimination positive dont bénéficie surtout une élite.

Dans son discours inaugural jeudi, M. Motlanthe a promis de suivre la politique définie lors du congrès de décembre, tout en soulignant qu'il ne changerait pas de ligne économique.

L'ex-président Mbeki et son ministre des Finances Trevor Manuel, reconduit jeudi dans ses fonctions, ont ouvert le pays aux investissements étrangers et mené une politique budgétaire stricte, qui a porté l'Afrique du Sud à une croissance soutenue.

Mais la chute brutale le week-end dernier de celui qui a dirigé le pays pendant neuf ans, si elle a été précipitée par ses manœuvres pour barrer la route de la présidence à son rival Zuma, a aussi pour raison profonde l'exaspération des plus pauvres, exclus de cette croissance.

Quatorze ans après la chute de l'apartheid, 43% des 48 millions de Sud-Africains vivent toujours avec moins de deux dollars par jour. En constituant son gouvernement le jour même de son élection, le nouveau chef de l'État, qui dirigera le pays jusqu'aux élections générales du deuxième trimestre 2009, a apaisé dans l'immédiat la crise née de l'éviction de son prédécesseur. "Motlanthe rétablit l'ordre", titrait ainsi vendredi le quotidien The Star.

Mais le pays n'est pas sorti de l'instabilité. Les six à neuf mois qui le séparent des élections - qui doivent avoir lieu dans les 90 jours suivant la fin de la législature - "ne seront pas un moment confortable" pour le troisième président noir d'Afrique du Sud, soulignait le Business Day.

Il est pour l'instant entendu que M. Motlanthe s'effacera pour le scrutin de 2009 devant le chef de l'ANC, Jacob Zuma, déjà désigné pour mener la liste du parti ultra-majoritaire depuis l'avènement de la démocratie multiraciale.

Aussi va-t-il "devoir réussir le tour de force ne pas paraître trop bon dans son travail" s'il ne veut pas faire de l'ombre à M. Zuma, "tout en faisant en sorte de ne pas compromettre sa politique", estimait le Business Day.

Parmi les premières décisions du chef de l'État, le changement à la tête du ministère de la Santé suscitait une approbation unanime. Le président a neutralisé la très controversée Manto Tshabalala-Msimang, la nommant ministre à la Présidence.

Il a confié le portefeuille de la Santé à une militante de la première heure de la lutte contre l'apartheid, Barbara Hogan.

Kenya, Rwanda have achieved a 50% reduction in Malaria cases affecting pregnant women and children under five years.


The revelations were made by senior policy makers in the Country`s health sector during the launch of Global Malaria Action Plan in Nairobi.

The Action plan is a Roll Back Malaria initiative that outlines a long term global vision on malaria eradication."The Kenya government has commissioned public health interventions geared towards significant reduction of malaria incidence and deaths", says Public Health and Sanitation Assistant Minister, James Gesami.

He reiterates that these interventions take a holistic approach that hinges on sound policies, increased financial commitment and political goodwill to boost malaria prevention and treatment.

"The reduction of malaria burden as set out in the National Malaria strategy (NMS) directly contributes to Millennium Development Goals (MDGS) on reducing child and maternal mortality.Indeed, six out of the eight MDGS can be realized if effective malaria control interventions are implemented effectively", says Gesami.

The National Malaria strategy underscores use of insecticide treated nets for vector control, access to affordable and quick treatment, and early preparedness, as critical to militating against the epidemic.

Kenya has substantially implemented these interventions as demonstrated in a 44% reduction in childhood deaths in four malaria endemic Districts.

Gesami noted that there has been a 13% reduction of Malaria cases as seen in outpatient departments in the Country`s health facilities.Mass distribution of insecticide treated nets targeting the vulnerable groups has hit 3.4 million.

The Ministry of public health and sanitation intends to expand indoor residual spraying campaign to protect four million Kenyans at risk of malaria epidemic in sixteen malaria prone districts in Western Kenya.

Several bottlenecks however are impeding efforts to fight malaria in Kenya, echoes Willis Akhwale, the immediate Head of Malaria Control Division, Ministry of Health.Akhwale notes that inadequate financial resources present hurdles in the effective implementation of malaria prevention strategies.

Kenya requires about $120 Million annually to significantly reduce the malaria burden.Other challenges too exist at the policy level. "Previously, the disease has been given lip service by policymakers and political leadership. Inadequate resource allocation has been a drawback in efforts to reduce malaria incidences.  

There is need to harmonize policies on Malaria, mobilize additional resources as well as strengthen the surveillance systems in order to manage the epidemic", says Akhwale

Prosecutor Wants Conviction Against French Writer

The Prosecutor requested Thursday conviction for a prominent French writer Pierre Pean, charged with defamation and incitement to racial hatred following publication of his book "Noires Fureurs, Blancs Menteurs (Black Furies, White Liars)" on the 1994 Rwandan genocide, while leaving the court the to decide on length of the sentence.

In her closing arguments Trial Attorney, Anne de Fontette, considered that the two offences, for which Pean was charged, constituted crimes. "One can write on Rwanda. One can write what they want, but not anything at anytime," argued the lawyer.

The judgment of the 17th Chamber of the Criminal Court of Paris is expected before end of the year. The prosecution also requested the publication of the judgment in three French newspapers.

A French rights group, SOS Racisme filed the lawsuit in October 2006 against Pean.

Mr Pean wrote that the Tutsis had a culture of lies and deceit or were "professionals" in manipulation. He said in his book, published in 2005, that it made investigating Rwanda "an almost impossible task".

During the three days of hearing, the investigative writer, who published best-selling biography on former French President François Mitterrand among others, defended himself of racism, explaining that the purpose of the book was to entangle the manipulation of Rwandan history by the current government led by President Paul Kagame.

The Belgian historian, Filip Reyntjens, who testified at the trial, considered that certain pages of the book were "brutal and peremptory assertions on a topic that has to be approached with caution".

Two former French ministers testified in favour of Pean -- Bernard Debre, Minister for the Co-operation in Balladur government in September 1994, then Hubert Vedrine, Secretary General of French Presidency during the genocide and Minister of Foreign Affairs for Lionel Jospin. The first one denounced a "witch-hunt into racism" against Pean; the latter considered that the book constituted "a terrible scandal", finding, however, a little "simplistic and schematic" the thesis of the author.

Food, Church Auctions, and Rwanda

We arrived in Rwanda yesterday about mid-day.  We took a bus, Kampala coach, from Mbarara, Uganda, where Canada House is (our main base when not at camp).  It was amazing.  The night before we found pringles, nutella, bakery food (which is absolutely amazing after 3 weeks of camp food), nuts, juice, and even yogurt.  You are probably like, so what?  But let me tell you about camp food.  It starts off pretty good, but it is the same, every single day.  Lunch and dinner are exactly the same.

MEALS

Breakfast=posho (kind of like cream of wheat), bananas, and maybe some buns, which start out to be fresh and ant free (and after a while, they are still good, even stale and full of ants).

Lunch and dinner=posho (but in "cake" form, harder and spongy form of breakfast), matoke (green bananas boiled or cooked and mashed up), rice, red beans, cabbage, and maybe gnut (groundnut, which are essentially peanuts) sauce (which is amazing…).

Chai time=best time of day.  It consists of chai (milk tea), bananas, and buns.

It starts out alright, but with each passing day, you get a little more sick of it.  And more ants get in the sugar, and start digging ant hills and who knows what.  I've even seen some of the Ugandans avoid it which I thought was funny.  We've resorted to putting sugar in our tea and fishing out the floating ants.  After one or two weeks of no butter, when we finally got butter, it was a very exciting time.  It is kind of ridiculous when butter/margarine excites you.  We even at one point resorted to making our own peanut butter because there was none in the trading centre nearby.  One of the guys bought gnut flour and oil (which apparently both have worms in them, as told to us by one of our Ugandan staff AFTER we ate it…), and mixed it with sugar and/or honey to make peanut butter.  It was unsuccessful.  A mushy granola bar I would never eat at home becomes a delightful snack at camp too.  It's really amazing what we will eat and what makes us excited (like butter…).

CHURCH AUCTIONS

I totally forgot to talk about auctions in my last entry.  So you go to church on Sunday.  And towards the end of church you take an offering.  But what do you put in the offering?  Not just money, but food items!  I thought this was very interesting, and biblical.  If there is a poor family with no money to offer, they will offer what they can, such as some avocados, bananas, beans, gnuts, or CHICKENS.  These items get auctioned off to members of the congregation that bid, and the money raised goes to the church.

We were at our second church service with one of ACTS groups, the Hope CBO (a choir consisting of people with Aids, but who want to bring a message of hope to everyone, and encourage getting tested for Aids), and we saw a chicken being brought up fro the offering.  We thought this was very funny.  Then, during the auction, Mike (an engineer on our team) decided to bid for the chicken, and ended up winning.  So he was handed a chicken, and the chicken sat with us during the rest of the auction (which probably went on for another 1/2 hour).  We learned at that auction (our second church auction) that it was customary for the winner of the bid to give away their item to a needy person.

RWANDA

So back to Rwanda.  Our bus ride was pretty uneventful.  We didn't stop from Mbarara to the border, which was about a 4 hour drive.  We got off the bus, went to the Ugandan border office, and then walked to the other side and went to Rwandan border office.  It all seemed very unofficial.  The roads are hugely different between the countries.  Uganda has incredibly massive crater-like pot holes in the roads, while Rwanda has very smooth roads.  There is also a huge difference between the cities. Kigali is very clean, and very orderly.  It almost seems like a North American city (bear in mind I've been in Africa for a month).  People actually stop at stop lights, stop for pedestrians, helmets are required on motorcycles, and no more than 5 people are allowed in a car (or else the police might stop you).  This is very surprising seeing as in Uganda, you can easily fit 6, maybe 7 people in the car, and if you have a truck, a seemingly infinite number of people can fit.  We were even able to find a 24 hour supermarket with pretty much everything, as well as Bourbon Coffee, which is even nicer than Starbucks.  My friend was saying it was almost like reverse culture shock just by going to this coffee place.

Today, we discovered it was a national holiday, so everything was closed until 12.  So our initial plan of going to a Genocide Memorial was pushed back to later on in the day (which we have yet to do), and instead we opted for going to Hotel des Milles Collines (aka Hotel Rwanda) for some refreshing drinks, which we all pretty much ordered passion fruit-strawberry juice.  The whole time so far, since the border to while we are here, we keep thinking about what it might have been like a little more than a decade ago.  It is almost impossible to envision this city and country at war with itself, with such horrible things going on.  It would have been likely at the border we crossed, people would have been pouring into Uganda from Rwanda.  Now, it seems people are so friendly and genuine here, more so than Uganda in some ways.  We met a lady on the street while asking her for directions to a market, and we ended up talking about church because she was on her way to pray, and found out her church has an English service (which have yet to go to one while here).  We have met several others like this.  It's really hard to tell though, because people in Uganda are very friendly as well.

This may be my last post for another month, but hopefully not.  Until then, I hope everything is well back home!
